Beijing: Establishing an “Intelligent Pharmacy Supervision System”
Recently, Beijing Haidian Distinct has launched a test program called the “Intelligent Pharmacy Supervision System.” This system, which uses an HD camera, an e-hygrometer, and e-thermometer, enables remote monitoring of pharmacy business conditions as well as temperature and humidity levels in pharmacies via a mobile App. It also allows for checking whether pharmacists are on duty and whether prescription drugs were sold to customers in accordance withvalid prescriptions.

“Dual-Channel Policy” for Medicines under National Medical Insurance Negotiation
Recently, the NMPA and the National Health Commission jointly issued the “Opinions on Establishing and Improving Dual-Channel Management Mechanisms for Medicines under National Medical Insurance Negotiation”. According to the “Opinions”, the reasonable usage of these reimbursed drugs, such as supply and clinical use, will be met through two channels, namely designated medical institutions and designated retail pharmacies, with drug payment covered by the medical insurance payment mechanism. Eligible designated retailed pharmacies should be connected to the Medical Insurance Information Platform and the Electronic Prescription Sharing Platform, and a compliant storage and distribution system should be established to ensure drug safety.
医保药品可“双通道”购买

近期，国家医保局会同国家卫健委出台了《关于建立完善国家医保谈判药品“双通道”管理机制的指导意见》。《意见》提出，将通过定点医疗机构和定点零售药店两个渠道满足医保谈判药品供应保障、临床使用等方面的合理需求，并同步纳入医保支付；符合纳入“双通道”管理的定点零售药店要与医保信息平台、电子处方流转平台等对接，并建立符合要求的储存、配送体系，确保药品质量安全。
The NMPA: Internet hospitals can get reimbursement
On January 11th, the NMPA issued the “Interim Measures for the Administration of Designated Pharmacy Chains regarding Basic Medical Insurance” and the “Interim Measures for the Administration of Designated Medical Institutions regarding Basic Medical Insurance”, which will be implemented from February 1st, 2021. These two measures stipulate that local medial insurance agencies can pay the service cost produced by internet hospitals by paying to the designated medical institutions they rely on. Moreover, the two measures indicate that designated pharmacy chains can sell prescription drugs to patients when they have electronic prescriptions issued by designed medical institutions.

1月11日，国家医保局正式对外发布《零售药店医疗保障定点管理暂行办法》和《医疗机构医疗保障定点管理暂行办法》并均将于2021年2月1日起施行。“两定办法”规定，互联网医院提供服务产生的相关费用可由其依托的定点医疗机构与当地医保经办机构结算。此外，“两定办法”提出，医保定点零售药店可凭医保定点医疗机构开具的电子处方销售药品。
Beijing: supervising the drug distribution in pharmacy chains
Recently, the Beijing Municipal Medical Product Administration issued the “Notice on Strengthing the Administration of Drug Trading by Pharmacy Chains.” The “Notice” clarifies that administration departments should strengthen the management of prescription drugs in pharmacy chains; prescription drugs and drugs marked with red OTC can only be sold when a pharmacist is present. The “Notice” stipulates that competent pharmacies in densely populated regions can provide services such as selling unpacked medicines, 24-hour drug sales, and home delivery.

近日，北京市药监局发布了《关于加强药品零售企业销售药品管理的通知》（以下简称《通知》）。《通知》明确，各管理部门应加强药品零售企业处方药的销售管理；执业药师不在岗时，应停止销售处方药及甲类非处方药。《通知》要求，鼓励各区域内有条件的、群众需求较多的药品零售企业开展药品拆零销售、24小时售药、送药上门等药学服务工作。
Pharmacy chains can only rise the price of drug in the reimbursement list by 15%
On September 1st, the “Reform Project on Improving the Functions of the Centralised Drug Procurement Platform and Promoting a Full Coverage of Payment Requirement of Drugs on the Reimbursement List in Zhejiang Province” was implemented. The “Project” indicates that drugs included in the list of online transactions on the provincal procurement platform of drugs and medical equipments are included in the provincal drug reimbursement list. Designated public medical institutions and private medical institutions should fix the drug price that accords with the price on the drug reimbursement list while pharmacy chains can rise the price upto 15% based on the price on the list.

Tibet: supervising retail pharmacies
On April 20th, the Medical Product Administration of Tibet Autonomous Region issued the “Plan on Drug Supervision in Tibet Autonomous Region (2020).” The “Plan” indicates that drugs will be supervised in terms of their production, wholesale, trading, and usage. The “Plan” stipulates that the drug information management system, purchase channels, storage and transport state, auditing, and expiration date of drugs should be inspected, and at the same time, the sales of prescription drugs and services that provide by licensed pharmacists in retail pharmacies will be checked as well.

Yinchuan implemented “prescription sharing”
Recently, the Yinchuan Prescription Sharing Platform connected six municipal hospitals to realize prescription sharing. The platform unifies the prescriptions of all hospitals, communities, and internet hospitals throughout the city to ensure drug safety. At the same time, patients can choose pharmacies and purchase methods according to various selection modes such as the lowest price, nearest distance, self-service to get medicines, or third-party delivery. Mr. Ma Xiaofei, director of the Yinchuan Health Committee, stated that because the platform has reduced the number of prescriptions that licensed pharmacists should review, it will relieve the pressure of the shortage of licensed pharmacists and solve the problem of licensed pharmacist renting their licenses to others.

On May 24th, Shanxi Food and Drug Administration issued the “Notification on strengthening the management of licensed pharmacists in pharmacy chains,” which encourages licensed pharmacists to practice medicine at more than one branches during holidays and off-hours. The “Notification” indicates that licensed pharmacists in branches can check prescriptions as telework to serve patients during their off-hours. To solve the shortage of licensed pharmacists in towns and villages, pharmacists in the township can assume the responsibility of licensed pharmacists.
药师可利用节假日和业余时间在零售药店多点执业
