To make this possible, RWTH Aachen University has created a strong foundation with its Quality Management System for Teaching (QMSL), which ensures that teaching and learning are regularly reviewed, reflected upon, and improved. The QMSLportal plays a key role in this, bringing together all important data and procedures in one place.

A Look Back: From Idea to Portal

The foundations for today’s QMSL were laid back in 2014, when representatives from all faculties and status groups worked together in the QMS-L working group (WG) to develop the first quality objectives. Just one year later, these were expanded with criteria and key figures – with the aim of creating a system that meets legal requirements and can also respond flexibly to changes.

In 2018, RWTH Aachen University received system accreditation for its internal quality assurance system, allowing it to independently evaluate and certify its degree programs. During this time, the “data cockpit” was developed as a technical aid, a tool for the clear visualization of key figures from various data systems and as a basis for fact-based decisions in studies and teaching.

With a view to re-accreditation, the WG QMS-L became active again in 2022 to further develop the system. The data cockpit continued to evolve and was eventually renamed QMSLportal to emphasize its close connection to the Teaching Quality Management System (QMSL) in linguistic terms as well. In version 2.0, which went live in early 2025, the changes from the reaccreditation were implemented, with a special focus on simplifying the structure of the evaluation criteria.

A Joint Project Across Many Areas

The QMSL is not a purely administrative or technical undertaking, but a joint project involving the entire university. Faculties, central university administration, and university management are shaping the process together. Department 6.2 – Teaching of the Central University Administration acts as the initiator and administrator of the QMSL process, while the PDSL (Process Support and Digitization of Studies & Teaching) department of the IT Center provides the technical basis with the QMSL portal.

The IT Center and the Development of the QMSL Portal

The PDSL department of the RWTH IT Center plays a key role in technical implementation. Over several years, the developers have built the system from the ground up, adapted it to the needs of the university, and continuously expanded it. As a data management tool, the system has supported the consolidation and management of data, measures, and procedures from the very beginning. This has not only resulted in the development of a technical solution, but also in the creation of a tool that laid the foundation for successful system accreditation and continues to support the further development of teaching to this day.

Technical Details of the QMSL Portal

The QMSL portal was developed as a web-based application based on SharePoint. Personal data from systems such as RWTHonline (formerly Campus) and from surveys remain in the source systems. Only highly aggregated, anonymized data is transferred to the portal. If individual data records need to be processed, they are additionally anonymized. The data from the various sources is consolidated in the portal and supplemented by uploading CSV files.

Access is granted via a role and rights system managed by Department 6.2 – Teaching in collaboration with the faculties. This gives users targeted access to the reports that are relevant to their work. The KPI (Key Performance Indicators) reports are particularly helpful, as they can be tailored to individual degree programs, semesters, or cohorts through flexible parameter selection.

The QMSLportal supports processes such as program evaluation and annual reviews, in which faculties, the central university administration, and the university management jointly evaluate the current status of quality management based on data from the system. This data is stored and managed in the portal and linked to catalogs of measures that document both future action requirements and steps that have already been implemented.

Outlook

The QMSL portal will continue to be developed in the future. Among other things, new data reports, an improved presentation of survey results, and the integration of additional procedures are planned – in particular, the introduction and initial accreditation of new degree programs, which will thus be fully represented in the system for the first time. At a meeting on June 26, 2025, the Accreditation Council decided to accredit the quality management system of RWTH for a further eight years, from October 1, 2024, to September 30, 2032.

Department 6.2 -Teaching as a Point of Contact

Department 6.2 – Teaching is responsible for the technical management of the quality management system, coordinates the procedures, and continuously develops the content of the QMSL portal.
