while the hospital costs in Hongkong are mostly covered by the government; the Hospital Authority in Hongkong is a non-government organization whereas the one in Peking still has very strong government background, since the director and vice director of the Healthcare Authority are the minister and vice minister of Chinese Healthcare Ministry, whether they can supervise the hospital management in a neutral way is still a question.<\/strong><\/p>\n<h3>\n\u5317\u4eac\u533b\u9662\u7ba1\u7406\u5c40\u548c\u9999\u6e2f\u533b\u9662\u7ba1\u7406\u5c40\u7684\u6bd4\u8f83\u7684\u542f\u793a<\/h3>\n<p>\u6765\u6e90\uff1a\u4e2d\u56fd\u533b\u836f\u8425\u9500\u8054\u76df \u4f5c\u8005\uff1a\u5218\u7267\u6a35<\/p>\n<p>\u6838\u5fc3\u63d0\u793a\uff1a2011\u5e747\u670829\u65e5\uff0c\u5404\u5927\u65b0\u95fb\u5a92\u4f53\u90fd\u5728\u663e\u8457\u4f4d\u7f6e\u53d1 \u8868\u6587\u7ae0\u2014\u2014\u201c\u5317\u4eac\u533b\u9662\u7ba1\u7406\u5c40\u6b63\u5f0f\u6302\u724c \u516c\u7acb\u533b\u9662\u6539\u9769\u7834\u51b0\u201d\uff0c\u4e4b\u6240\u4ee5\u5f15\u8d77\u91cd\u89c6\uff0c\u4e00\u662f\u5317\u4eac\u9996\u90fd\u7684\u4f4d\u7f6e\uff0c\u4e8c\u662f\u5728\u4e00\u4e2a\u6708\u524d\uff0c\u5317\u4eac\u5e02\u7a81\u7136\u88ab\u786e\u5b9a\u4e3a\u7b2c17\u4e2a\u56fd\u5bb6\u8054\u7cfb\u6307\u5bfc\u7684\u516c\u7acb\u533b\u9662\u6539\u9769\u8bd5\u70b9\u57ce\u5e02\uff0c\u800c\u5176\u4ed6\u7684 16\u4e2a\u8bd5\u70b9\u57ce\u5e02\u662f\u57282010\u5e74\u521d\u786e\u5b9a\u7684\u3002<\/p>\n<p>2011\u5e747\u670829\u65e5\uff0c\u5404\u5927\u65b0\u95fb\u5a92\u4f53\u90fd\u5728\u663e\u8457\u4f4d\u7f6e\u53d1\u8868\u6587\u7ae0\u2014\u2014\u201c\u5317\u4eac\u533b\u9662\u7ba1\u7406\u5c40\u6b63\u5f0f\u6302\u724c \u516c\u7acb\u533b\u9662\u6539\u9769\u7834\u51b0\u201d\uff0c\u4e4b\u6240\u4ee5\u5f15\u8d77\u91cd\u89c6\uff0c\u4e00\u662f\u5317\u4eac\u9996\u90fd\u7684\u4f4d\u7f6e\uff0c\u4e8c\u662f\u5728\u4e00\u4e2a\u6708\u524d\uff0c\u5317\u4eac\u5e02\u7a81\u7136\u88ab\u786e\u5b9a\u4e3a\u7b2c17\u4e2a\u56fd\u5bb6\u8054\u7cfb\u6307\u5bfc\u7684\u516c\u7acb\u533b\u9662\u6539\u9769\u8bd5\u70b9\u57ce\u5e02\uff0c\u800c\u5176\u4ed6\u768416\u4e2a\u8bd5\u70b9\u57ce\u5e02\u662f\u57282010\u5e74\u521d\u786e\u5b9a\u7684\u3002<\/p>\n<p>\u62a5\u9053\u8bf4\uff0c\u672a\u6765\u5c06\u5b9e\u884c\u201c\u7ba1\u529e\u5206\u5f00\u201d\uff0c\u5317\u4eac\u5e02\u536b\u751f\u5c40\u5c06\u201c\u7ba1\u884c\u4e1a\u201d\uff0c\u800c\u4eba\u4e8b\u3001\u8d44\u4ea7\u7b49\u201c\u529e\u533b\u9662\u201d \u7684\u95ee\u9898\u5c06\u7531\u5317\u4eac\u5e02\u533b\u7ba1\u5c40\u8fdb\u884c\u3002\u5728\u884c\u653f\u4e0a\uff0c\u533b\u7ba1\u5c40\u5c40\u957f\u4ecd\u7136\u7531\u5e02\u536b\u751f\u5c40\u5c40\u957f\u65b9\u6765\u82f1\u517c\u4efb\uff0c\u526f\u5c40\u957f\u7531\u5e02\u536b\u751f\u5c40\u526f\u5c40\u957f\u6bdb\u7fbd\u517c\u4efb\u3002\u533b\u7ba1\u5c40\u4e0b\u8bbe8\u4e2a\u5904\u5ba4\uff0c\u5305\u62ec\u529e\u516c\u5ba4\u3001\u57fa \u7840\u7ba1\u7406\u5904\u3001\u533b\u7597\u62a4\u7406\u5904\u3001\u79d1\u7814\u6559\u5b66\u5904\u7b49\u3002\u540c\u65f6\u5b9a\u7f1660\u4eba\uff0c\u5c06\u9762\u5411\u793e\u4f1a\u62db\u8058\u3002\u6b64\u5916\u8fd8\u6709\u76d1\u4e8b\u884c\u653f\u7f16\u523610\u540d\u3002\u533b\u7ba1\u5c40\u5c06\u7ba1\u7406\u5c5e\u573022\u5bb6\u4e09\u7ea7\u533b\u9662\uff0c\u53e6\u591644\u5bb6\u9ad8\u6821\u3001\u90e8\u961f\u7684\u4e09\u7ea7\u533b\u9662\u4e0d\u5728\u5176\u7ba1\u7406\u8303\u56f4\u5185\u3002\u65b9\u6765\u82f1\u81ea\u4fe1\u5730\u8ba4\u4e3a\uff0c\u76ee\u524d\u5317\u4eac\u533b\u7597\u536b\u751f\u5de5\u4f5c\u57fa\u672c\u201c\u53ca\u683c\u201d\u3002\u5982\u679c\u80fd\u625360\u5206\u7684\u8bdd\uff0c\u533b\u7ba1\u5c40\u7684\u6210\u7acb\u5c31\u662f\u8981\u89e3\u51b3\u201c\u4ece60\u5206\u5230100\u5206\u201d\u7684\u95ee\u9898\u3002\u5176\u5b9e\uff0c\u5728\u8fd9\u4e4b\u524d\uff0c\u6211\u56fd\u5df2\u7ecf\u6709\u591a\u4e2a\u57ce\u5e02\u5c1d\u8bd5\u201c\u7ba1\u529e\u5206\u5f00\u201d\uff0c\u5982\u4e0a\u6d77\u3001\u65e0\u9521\u3001\u6210\u90fd\u7b49\u5730\uff0c\u6709\u7684\u5730\u65b9\u4e5f\u6210\u7acb\u4e86\u533b\u9662\u7ba1\u7406\u5c40\uff0c\u636e\u7b14\u8005\u4e86\u89e3\uff0c\u516c\u7acb\u533b\u9662\u6539\u9769\u4ecd\u7136\u65e0\u6cd5\u7834\u51b0\uff0c\u56e0\u4e3a\u5b83\u7275\u6d89\u5230\u65b9\u65b9\u9762\u9762\uff0c\u5f88\u96be\u4e00\u8e74\u800c\u6210\u3002\u96be\u9053\uff0c\u4f5c\u4e3a\u65b0\u589e\u7684\u7b2c17\u4e2a\u8bd5\u70b9\u57ce\u5e02\u7684\u5317\u4eac\uff0c\u901a\u8fc7\u6210\u7acb\u533b\u9662\u7ba1\u7406\u5c40\u5b9e\u884c\u201c\u7ba1\u529e\u5206\u5f00\u201d\u5c31\u4f1a\u5f62\u6210\u4e00\u679d\u72ec\u79c0\u5417\uff1f<br \/>\n\u6210\u7acb\u533b\u9662\u7ba1\u7406\u5c40\u5b9e\u884c\u201c\u7ba1\u529e\u5206\u5f00\u201d\u7684 \u6a21\u5f0f\u6765\u81ea\u9999\u6e2f\uff0c\u5728\u5927\u9646\u8ba8\u8bba\u533b\u7597\u4f53\u5236\u6539\u9769\u76842008\u5e74\uff0c\u9999\u6e2f\u5f00\u59cb\u4e86\u65b0\u4e00\u8f6e\u533b\u7597\u6539\u9769\u3002\u8fd1\u4e8c\u5341\u5e74\u6765\uff0c\u9999\u6e2f\u8fd1\u4e4e\u5b8c\u7f8e\u7684\u533b\u7597\u7cfb\u7edf\u53d7\u5230\u4e16\u754c\u5404\u56fd\u7684\u9ad8\u5ea6\u8bc4\u4ef7\uff0c\u9999\u6e2f\u5e02\u6c11\u53ea \u8981\u652f\u4ed8\u5f88\u5c11\u7684\u94b1\u5c31\u80fd\u5f97\u5230\u8d85\u503c\u7684\u533b\u7597\u670d\u52a1\uff0c\u5c3d\u7ba1\u533b\u7597\u8d39\u7528\u5360\u5230\u5168\u9999\u6e2fGDP\u4ec5\u4ec52.8%\uff0c\u4f46\u662f\u6295\u5165\u4e5f\u5f97\u5230\u4e86\u6bcf\u5e74300\u591a\u4ebf\u6e2f\u5e01\uff0c\u6240\u652f\u8d39\u7528\u662f\u7279\u533a\u653f\u5e9c\u5e74\u5ea6\u7ecf\u5e38\u6027 \u5f00\u652f\u768415%\uff0c\u4e3a\u4e86\u8282\u7701\u5f00\u652f\uff0c\u591a\u65b9\u878d\u8d44\uff0c\u9020\u798f\u540e\u4ee3\uff0c\u4ed6\u4eec\u8fdb\u884c\u4e86\u533b\u6539\u3002\u5176\u5b9e\uff0c\u4ece\u4e0a\u4e16\u7eaa80\u5e74\u5f00\u59cb\uff0c\u9999\u6e2f\u5c31\u5f00\u59cb\u8fdb\u884c\u4e86\u533b\u7597\u6539\u9769\uff0c\u53d7\u5230\u4e16\u754c\u5404\u56fd\u7684\u9ad8\u5ea6\u8bc4\u4ef7\u7684\u8fd1\u4e4e \u5b8c\u7f8e\u7684\u533b\u7597\u7cfb\u7edf\uff0c\u5c31\u662f\u6539\u9769\u7684\u6210\u679c\u2014\u2014\u9999\u6e2f\u533b\u9662\u7ba1\u7406\u5c40\u529f\u4e0d\u53ef\u6ca1\u3002<\/p>\n<p>\u5728\u9999\u6e2f\u533b\u9662\u7ba1\u7406\u5c40\u6210\u7acb\u4e4b\u524d\uff0c\u9999\u6e2f\u7684\u536b\u751f\u4f53\u5236\u662f\u7531\u536b\u751f\u798f\u5229\u53f8\u76f4\u63a5\u7ba1\u7406\u7684\uff0c\u4e0b\u8bbe\u533b\u52a1\u536b\u751f\u7f72\u3001\u5206\u533a\u529e\u4e8b\u5904\uff0c\u7ba1\u7406\u516c\u536b\u90e8\u95e8\u3001\u57fa\u5c42\u95e8\u8bca\u3001\u653f\u5e9c\u533b\u9662\u3001\u8865\u52a9\u533b\u9662\u548c\u79c1\u5bb6\u533b\u9662\u3002\u7531\u4e8e\u53d7\u82f1\u56fdNHS\u7406\u5ff5\u5f71\u54cd\uff0c\u653f\u5e9c\u4ee5\u7a0e\u6536\u652f\u6491\u516c\u5171\u533b\u7597\u7ecf\u8d39\uff0c\u516c\u5171\u533b\u7597\u51e0\u8fd1\u514d\u8d39\u3002\u8fd9\u6837\u4e00\u6765\uff0c\u51fa\u73b0\u653f\u5e9c\u533b\u9662\u4e0d\u80dc\u8d1f\u8377\u3001\u516c\u8425\u533b\u7597\u6c34\u51c6\u4e0e\u793e\u4f1a\u53d1\u5c55\u8131\u8282\u3001\u73af\u5883\u6324\u8feb\uff0c\u8f6e\u5019\u8fc7\u957f\u3001\u4eba\u5458\u6001\u5ea6\u6076\u52a3\u3001\u8865\u52a9\u533b\u9662\u7ecf\u8d39\u6765\u81ea\u653f\u5e9c\u4f46\u58eb\u6c14\u4f4e\u4e0b\u3001\u533b\u62a4\u4eba\u5458\u6d41\u5931\u4e25\u91cd\u7b49\u95ee\u9898\u30021985\u5e74\u9999\u6e2f\u653f\u5e9c\u59d4\u6258\u6fb3\u6d32\u7684\u987e\u95ee\u516c\u53f8\u64b0\u5199\u4e86\u300a\u533b\u9662\u63d0\u4f9b\u7684\u533b\u7597\u670d\u52a1\u300b\u987e\u95ee\u62a5\u544a \u7406\u5c40\u6700\u9ad8\u673a\u6784\uff0c\u5927\u4f1a\u6709\u6210\u545827\u540d\uff08\u5305\u62ec\u4e3b\u5e2d\uff09\u3002\u6210\u5458\u4e2d23\u540d\u4e3a\u975e\u516c\u52a1\u5458\u3001\u4e09\u540d\u4e3a\u516c\u52a1\u5458\u3001\u4e00\u540d\u4e3a\u4e3b\u8981\u884c\u653f\u4eba\u5458\uff08\u533b\u7ba1\u5c40\u884c\u653f\u603b\u88c1\uff09\u3002\u9664\u8be5\u884c\u653f\u4eba\u5458\u5916\uff0c\u5176\u5b83\u6210\u5458 \u5747\u6ca1\u6709\u56e0\u6210\u5458\u7684\u8eab\u4efd\u800c\u9886\u53d6\u4efb\u4f55\u85aa\u916c\u3002\u5927\u4f1a\u6bcf\u5e74\u7ea6\u53ec\u5f0012\u6b21\u6b63\u5f0f\u4f1a\u8bae\uff0c\u5982\u6709\u9700\u8981\u4ea6\u4f1a\u53ec\u5f00\u7279\u522b\u4f1a\u8bae\u3002\u5927\u4f1a\u8f96\u4e0b\u7684\u59d4\u5458\u4f1a\u5305\u62ec\u5ba1\u8ba1\u59d4\u5458\u4f1a\u3001\u7d27\u6025\u5e94\u53d8\u7b56\u5bfc\u59d4\u5458\u4f1a\u3001\u8d22
