Alibaba Group Holding Ltd.\u2019s plans to corner one of the world\u2019s fastest-growing medical markets by tracking and selling prescription drugs online appear to be backfiring.\u00a0Shares in the e-commerce company\u2019s flagship health-care unit, Alibaba Health Information Technology Ltd., fell 14% in Hong Kong trading on Monday after Chinese officials suspended a government-owned drug-monitoring system that the unit created and operated.\u00a0China\u2019s Food and Drug Administration owns the system as a means to track drugs\u2019 regulatory, manufacturing, composition and expiration data. Yet, facing pharmaceutical-industry complaints about Alibaba\u2019s role in the system, the FDA said it would suspend the program while drafting changes to drug-tracking rules. \u533b\u7597\u536b\u751f\u9886\u57df\u7684\u4e13\u5bb6\u8868\u793a\uff0c\u4e2d\u56fd\u836f\u54c1\u76d1\u7ba1\u673a\u6784\u7684\u76ee\u7684\u662f\u5efa\u7acb\u4e00\u4e2a\u7535\u5b50\u76d1\u7ba1\u7801\u7cfb\u7edf\uff0c\u8ba9\u6d88\u8d39\u8005\u80fd\u591f\u67e5\u8be2\u7f51\u552e\u533b\u7597\u5546\u54c1\u7684\u771f\u4f2a\u3002\u54a8\u8be2\u673a\u6784\u827e\u610f\u51ef\u54a8\u8be2(L.E.K. \u4e2d\u56fd\u836f\u54c1\u76d1\u7ba1\u673a\u6784\u4e0e\u963f\u91cc\u5065\u5eb7\u4e4b\u95f4\u7684\u5408\u4f5c\u5438\u5f15\u4e86\u517b\u5929\u548c\u96c6\u56e2(Yontinhe Group)\u7b49\u7ade\u4e89\u5bf9\u624b\u7684\u5173\u6ce8\u3002\u517b\u5929\u548c\u96c6\u56e2\u662f\u4f4d\u4e8e\u4e2d\u56fd\u6e56\u5357\u7701\u7684\u4e00\u5bb6\u8fde\u9501\u836f\u5e97\uff0c\u8be5\u516c\u53f8\u4e8e1\u6708\u4efd\u8d77\u8bc9\u56fd\u5bb6\u98df\u54c1\u836f\u54c1\u76d1\u7763\u7ba1\u7406\u603b\u5c40\uff0c\u6307\u63a7\u5176\u7ed9\u4e88\u963f\u91cc\u5065\u5eb7\u4e0d\u516c\u5e73\u7684\u7ade\u4e89\u4f18\u52bf\uff0c\u5305\u62ec\u8ba9\u963f\u91cc\u5065\u5eb7\u62e5\u6709\u4e2d\u56fd\u751f\u4ea7\u7684\u6240\u6709\u836f\u54c1\u7684\u5927\u6570\u636e\u89c6\u56fe\u3002\u517b\u5929\u548c\u96c6\u56e2\u8fd8\u62b1\u6028\u79f0\uff0c\u56fd\u5bb6\u98df\u54c1\u836f\u54c1\u76d1\u7763\u7ba1\u7406\u603b\u5c40\u5f3a\u5236\u8981\u6c42\u836f\u4f01\u53c2\u4e0e\u836f\u54c1\u7535\u5b50\u76d1\u7ba1\u7801\u7cfb\u7edf\u5e76\u4e3a\u6b64\u4ed8\u8d39\uff0c\u836f\u4f01\u65e0\u6cd5\u4e0d\u53c2\u4e0e\u3002<\/p>\n

\u9762\u5bf9\u517b\u5929\u548c\u96c6\u56e2\u7684\u8bc9\u8bbc\uff0c\u56fd\u5bb6\u98df\u54c1\u836f\u54c1\u76d1\u7763\u7ba1\u7406\u603b\u5c40\u57281\u670826\u65e5\u7684\u4e66\u9762\u58f0\u660e\u4e2d\u8868\u793a\u652f\u6301\u4e0a\u8ff0\u836f\u54c1\u7535\u5b50\u76d1\u7ba1\u7cfb\u7edf\u3002\u7136\u800c\uff0c\u6700\u8fd1\u8be5\u673a\u6784\u8868\u793a\uff0c\u5c06\u542c\u53d6\u836f\u54c1\u96f6\u552e\u5546\u7684\u610f\u89c1\uff0c\u5e76\u5c31\u6709\u5173\u836f\u54c1\u7535\u5b50\u76d1\u7ba1\u7cfb\u7edf\u7684\u4fee\u8ba2\u516c\u5f00\u5f81\u6c42\u610f\u89c1\u3002<\/p>\n

\u4e2d\u56fd\u76d1\u7ba1\u673a\u6784\u4e5f\u9f13\u52b1\u79d1\u6280\u516c\u53f8\u548c\u533b\u7597\u4fdd\u5065\u516c\u53f8\u8fdb\u884c\u91d1\u878d\u6295\u8d44\uff0c\u8fd9\u4e9b\u516c\u53f8\u5df2\u6295\u5165\u91cd\u91d1\uff0c\u5c1d\u8bd5\u5efa\u7acb\u533b\u7597\u6570\u636e\u5e93\u548c\u5176\u5b83\u5728\u7ebf\u5065\u5eb7\u4f01\u4e1a\u3002\u9664\u4e86\u963f\u91cc\u5df4\u5df4\uff0c\u817e\u8baf\u63a7\u80a1\u6709\u9650\u516c\u53f8(Tencent Holdings Ltd., 0700.HK)\u7b49\u79d1\u6280\u516c\u53f8\u4ee5\u53ca\u4eac\u4e1c(JD.com, JD)\u7b49\u7535\u5546\u4e5f\u90fd\u5efa\u7acb\u4e86\u5065\u5eb7\u5e73\u53f0\uff0c\u6b63\u7b49\u5f85\u653f\u5e9c\u6279\u51c6\u4ed6\u4eec\u5728\u7ebf\u9500\u552e\u836f\u54c1\u3002<\/p>\n

Ali Health was launched in 2014 when Alibaba and Yunfeng Capital Ltd., a private-equity firm set up by Alibaba founder Jack Ma, bought a 54% stake in a little-known company called Citic 21CN, which managed pharmaceutical-products data. The new company took over Alibaba\u2019s online sales of over-the-counter medicines and launched an app to put patients in touch with community doctors and hospitals.<\/p>\n

Ali Health\u2019s role in monitoring pharmaceuticals in China and ensuring drug safety is part of Alibaba\u2019s positioning for a large share of the market should the country allow retailers to sell drugs online. Chinese sales of prescription drugs amounted to about $100 billion last year, according to consultancy Deloitte.<\/p>\n

Ali Health has also held out the prospect of competition that could bring down prices of prescription drugs, a goal the government has championed. Prescription-drug sales would feed new business to Alipay, Alibaba\u2019s online payment platform that works like PayPal in the U.S.<\/p>\n

Alibaba spokesman Rico Ngai declined to comment on the company\u2019s issues with China\u2019s FDA, referring to Ali Health\u2019s statement to the Hong Kong stock exchange on Sunday that it would work closely with regulators to resolve issues and that it doesn\u2019t have sufficient information to gauge the impact of the suspension. Ali Health said the tracking system accounted for nearly all of its revenue of 37 million Hong Kong dollars (US$4.8 million) for the year ended March 31, 2015. It has said it operates the data tracker while China\u2019s FDA owns it.<\/p>\n

The company positioned itself as a potential panacea for a variety of problems in China\u2019s ailing health-care sector, such as hospital overcrowding and an overreliance on drugs, health-care experts said. About 80% of hospital revenue in China\u2019s mainland comes from drug sales, according to consultancy Bain & Co., which said the practice promotes corruption.<\/p>\n

The tracking of drug distribution fits into Alibaba\u2019s broader ambitions to become a major database for all business and consumer transactions. The company already uses big data\u2014from merchant and consumer records\u2014to determine credit scores for individuals and businesses, and tracks consumer behavior in areas as diverse as taxi rides, online bauble purchases and Internet dating.<\/p>\n

Health experts said China\u2019s drug watchdog aimed to create an electronic coding system for consumers to be able to check the authenticity of medical goods available online. It was meant to be a first step toward opening a lucrative industry for online sales of prescription drugs in China and addressing obstacles within the sector, such as counterfeits, said Helen Chen, a Shanghai-based partner at consultancy L.E.K. Consulting.<\/p>\n

The cooperation between China\u2019s drug watchdogs and Ali Health caught the attention of rivals such as Yontinhe Group, a pharmacy chain in the central province of Hunan that sued the Chinese FDA in January, accusing it of giving Ali Health an unfair competitive edge, including a big-data view of all pharmaceuticals produced in China. Yontinhe also complained that China\u2019s FDA was mandating participation and payment for the tracking, with no way to opt out.<\/p>\n

In response to the Yontinhe lawsuit, China\u2019s FDA said in a written statement on Jan. 26 that it stood by the drug-monitoring system. Yet more recently it said it is listening to pharmaceutical retailers\u2019 complaints and seeking comments from the broader community on how to change the drug-tracking system.<\/p>\n

China\u2019s regulators have encouraged financial investments from technology firms and health-care companies, which have poured cash into attempts to create health-care databases and other online health ventures. In addition to Alibaba, tech companies including Tencent Holdings Ltd. and e-commerce retailer JD.com Inc. have set up health platforms, awaiting government approval for drug sales online.<\/p>\n

The suspension of Ali Health\u2019s drug tracker is the latest setback in Alibaba\u2019s push to carve out a business of selling prescription drugs online. Last April, hospital administrators speaking at a health conference in Shanghai said they were setting up their own online platforms and encouraging other hospitals to follow suit to prevent Alibaba from siphoning off a significant revenue source.<\/p>\n

Alibaba\u2019s claim that its entry into online drug sales would benefit patients has met with skepticism. \u201cAlibaba is not fighting on behalf of patients,\u201d said Yin Yiqin, a technology head at Zhongshan Hospital in Shanghai, on the sidelines of the conference last year. \u201cIt\u2019s fighting on behalf of Alibaba.\u201d<\/p>\n

In the city of Shijiazhuang, in Hebei province, where Ali Health began running a pilot program in 2014 to test out online sales and its Ali Health app, three of the five hospitals selected to participate had refused to work with Ali Health, according to Hong Kong-based research firm Gavekal Fathom China, saying the cooperation would harm their revenue.<\/p>\n

There are also broader challenges to overcome. There is little evidence the government plans to address how or whether China\u2019s insurance system will cover online sales of prescription drugs, Gavekal Fathom China said.<\/p>\n

Ali Health said in its written statement Sunday that it will continue to develop its pharmaceutical e-commerce business and its medical-services unit.<\/p>\n
