However, the Chinese law enforcement agents have different opinions regarding who should take the responsibility, hospitals, pharmaceutical distributors or manufacturers.<\/strong><\/p>\n<h3><\/h3>\n<h3>\u8bf4\u660e\u4e66\u5077\u6881\u6362\u67f1\u8c01\u8d1f\u8d23<\/h3>\n<p>\u533b\u836f\u7ecf\u6d4e\u62a5<\/p>\n<p>&nbsp;<\/p>\n<p>\u7ecf\u8425\u4f01\u4e1a\u66f4\u6362\u836f\u54c1\u8bf4\u660e\u4e66\uff0c\u751f\u4ea7\u3001\u7ecf\u8425\u4f01\u4e1a\u53ca\u533b\u7597\u673a\u6784\u5747\u5e94\u627f\u62c5\u76f8\u5e94\u8d23\u4efb<br \/>\n\u25a0\u674e\u519b<br \/>\n\uff08\u8d44\u6599\u56fe\u7247\uff09<br \/>\n\u3010\u6848\u4f8b\u3011<\/p>\n<p>\u67d0\u98df\u54c1\u836f\u54c1\u76d1\u7ba1\u5c40\u5728\u4e00\u533b\u7597\u673a\u6784\u68c0\u67e5\u65f6\uff0c\u53d1\u73b0\u8be5\u673a\u6784\u836f\u623f\u9500\u552e\u7ed9\u60a3\u8005\u7684\u67d0\u79cd\u836f\u54c1\u6ca1\u6709\u8bf4\u660e\u4e66\uff0c\u968f\u836f\u4ea4\u7ed9\u60a3\u8005\u7684\u662f\u4e00\u4efd\u5382\u5bb6\u5370\u5236\u7684\u201c\u836f\u54c1\u4f7f\u7528\u8bf4\u660e\u201d\u3002\u8be5\u8bf4\u660e\u4e2d\u6240\u8ff0 \u7684\u529f\u80fd\u4e3b\u6cbb\u8d85\u51fa\u4e86\u8be5\u836f\u54c1\u7ecf\u6279\u51c6\u7684\u8bf4\u660e\u4e66\u8303\u56f4\u3002\u836f\u623f\u8d1f\u8d23\u4eba\u79f0\uff0c\u5176\u5728\u8d2d\u8fdb\u8be5\u836f\u54c1\u65f6\uff0c\u5305\u88c5\u76d2\u91cc\u5c31\u6ca1\u6709\u8bf4\u660e\u4e66\uff0c\u53ea\u6709\u201c\u836f\u54c1\u4f7f\u7528\u8bf4\u660e\u201d\u3002<\/p>\n<p>\u6267\u6cd5\u4eba\u5458\u7ecf\u8fdb\u4e00\u6b65\u8c03\u67e5\u5f97\u77e5\uff0c\u836f\u54c1\u7ecf\u8425\u4f01\u4e1a\u4ece\u5382\u5bb6\u8d2d\u8fdb\u8be5\u836f\u540e\uff0c\u6253\u5f00\u5916\u5305\u88c5\u53d6\u51fa\u8bf4\u660e\u4e66\u540e\uff0c\u653e\u5165\u4e86\u5382\u5bb6\u63d0\u4f9b\u7684\u201c\u836f\u54c1\u4f7f\u7528\u8bf4\u660e\u201d\uff0c\u9500\u552e\u7ed9\u533b\u7597\u673a\u6784\u3002<\/p>\n<p>\u5728\u5bf9\u8be5\u533b\u7597\u673a\u6784\u7684\u884c\u4e3a\u8fdb\u884c\u5b9a\u6027\u5904\u7406\u65f6\uff0c\u6267\u6cd5\u4eba\u5458\u4ea7\u751f\u4e86\u5206\u6b67\uff1a<\/p>\n<p>\u4e00\u79cd\u610f\u89c1\u8ba4\u4e3a\uff0c\u8be5\u201c\u836f\u54c1\u4f7f\u7528\u8bf4\u660e\u201d\u5c31\u662f\u836f\u54c1\u8bf4\u660e\u4e66\uff0c\u5176\u529f\u80fd\u4e3b\u6cbb\u8d85\u51fa\u6279\u51c6\u8303\u56f4\uff0c\u8fdd\u53cd\u4e86\u300a\u836f\u54c1\u7ba1\u7406\u6cd5\u300b\u7b2c48\u6761\u7b2c\u4e09\u6b3e\u7b2c\uff08\u516d\uff09\u9879\u7684\u89c4\u5b9a\uff0c\u5e94\u6309\u4f7f\u7528\u5047\u836f\u8bba\u5904\u3002<\/p>\n<p>\u8fd8\u6709\u4e00\u79cd\u610f\u89c1\u8ba4\u4e3a\uff0c\u8be5\u201c\u836f\u54c1\u4f7f\u7528\u8bf4\u660e\u201d\u4e0d\u662f\u4e25\u683c\u610f\u4e49\u4e0a\u7684\u8bf4\u660e\u4e66\uff0c\u8be5\u884c\u4e3a\u8fdd\u53cd\u4e86\u300a\u836f\u54c1\u5305\u88c5\u3001\u6807\u7b7e\u548c\u8bf4\u660e\u4e66\u7ba1\u7406\u89c4\u5b9a\u300b\u7b2c3\u6761\u5173\u4e8e\u201c\u836f\u54c1\u5305\u88c5\u5185\u4e0d\u5f97\u5939\u5e26\u4efb\u4f55\u672a\u7ecf\u6279\u51c6\u7684\u4ecb\u7ecd\u6216\u5ba3\u4f20\u8d44\u6599\uff0c\u4f01\u4e1a\u7684\u6587\u5b57\u3001\u97f3\u50cf\u53ca\u5176\u4ed6\u8d44\u6599\u201d\u7684\u89c4\u5b9a\uff0c\u5e94\u8d23\u4ee4\u751f\u4ea7\u4f01\u4e1a\u6536\u56de\u5df2\u4e0a\u5e02\u7684\u836f\u54c1\u3002<\/p>\n<p>\u7b2c\u4e09\u79cd\u610f\u89c1\u8ba4\u4e3a\uff0c\u8be5\u533b\u7597\u673a\u6784\u672a\u6309\u89c4\u5b9a\u9a8c\u660e\u836f\u54c1\u5408\u683c\u8bc1\u660e\u548c\u5176\u4ed6\u6807\u8bc6\uff0c\u8d2d\u5165\u5e76\u4f7f\u7528\u65e0\u8bf4\u660e\u4e66\u7684\u836f\u54c1\uff0c\u5e94\u8d23\u4ee4\u6539\u6b63\uff0c\u7ed9\u4e88\u8b66\u544a\u3002<\/p>\n<p>\u3010\u5206\u6790\u3011<\/p>\n<p>\u672c\u6848\u4e2d\uff0c\u836f\u54c1\u751f\u4ea7\u4f01\u4e1a\u3001\u7ecf\u8425\u4f01\u4e1a\u3001\u533b\u7597\u673a\u6784\u5b58\u5728\u4e0d\u540c\u7684\u8fdd\u6cd5\u884c\u4e3a\uff0c\u5e94\u5206\u522b\u7ed9\u4e88\u5904\u7406\u3002<\/p>\n<p>\u4e0d\u5c5e\u5e7f\u544a\u8303\u7574<\/p>\n<p>\u9996\u5148\uff0c\u5e94\u5f53\u660e\u786e\u300a\u836f\u54c1\u7ba1\u7406\u6cd5\u300b\u7b2c48\u6761\u7b2c\u4e09\u6b3e\u7b2c\u516d\u9879\u7684\u9002\u7528\u539f\u5219\u3002\u8be5\u6761\u89c4\u5b9a\uff1a\u6240\u6807\u660e\u7684\u9002\u5e94\u75c7\u6216\u8005\u529f\u80fd\u4e3b\u6cbb\u8d85\u51fa\u89c4\u5b9a\u8303\u56f4\u7684\u6309\u5047\u836f\u8bba\u5904\u3002\u6b64\u5904\u7684\u201c\u6240\u6807\u660e\u201d\u5e94\u5f53\u6307\u7684\u662f\u836f\u54c1\u6807\u8bc6\u7269\u6216\u836f\u54c1\u5e7f\u544a\u6240\u6807\u660e\u3001\u5ba3\u4f20\u7684\u9002\u5e94\u75c7\u6216\u529f\u80fd\u4e3b\u6cbb\u8d85\u51fa\u89c4\u5b9a\u8303\u56f4\u3002<\/p>\n<p>\u836f\u54c1\u6807\u8bc6\u7269\u4e00\u822c\u5305\u62ec\u4e24\u90e8\u5206\uff0c\u5373\u5185\u5305\u88c5\uff08\u4fd7\u79f0\u74f6\u7b7e\uff09\u548c\u5916\u5305\u88c5\uff08\u5916\u76d2\u6807\u7b7e\u3001\u836f\u54c1\u8bf4\u660e\u4e66\uff09\u3002\u836f\u54c1\u5e7f\u544a\u662f\u6307\u520a\u767b\u5728\u62a5\u7eb8\u3001\u5ba3\u4f20\u518c\u3001\u79d1\u5b66\u6216\u8005\u533b\u5b66\u51fa\u7248\u7269\u3001\u90ae\u5bc4\u54c1\u3001\u62db\u8d34\u5e7f\u544a\u4ee5\u53ca\u7535\u89c6\u3001\u5e7f\u64ad\u3001\u7f51\u7edc\u7b49\u5a92\u4f53\u4e0a\uff0c\u4ee5\u836f\u54c1\u9500\u552e\u548c\u6d88\u8d39\u4e3a\u76ee\u7684\uff0c\u9488\u5bf9\u4e00\u822c\u516c\u4f17\u6216\u8005\u4e13\u4e1a\u533b\u52a1\u4eba\u5458\u7684\u5404\u79cd\u4fe1\u606f\u5ba3\u4f20\u5f62\u5f0f\u3002<\/p>\n<p>\u6309\u7167\u89c4\u5b9a\uff0c\u836f\u54c1\u6807\u8bc6\u7269\uff08\u5305\u62ec\u8bf4\u660e\u4e66\u548c\u6807\u7b7e\uff09\u5fc5\u987b\u7531\u56fd\u5bb6\u98df\u54c1\u836f\u54c1\u76d1\u7ba1\u5c40\u4e88\u4ee5\u5ba1\u6838\u6279\u51c6\uff0c\u540c\u6837\uff0c\u836f\u54c1\u5e7f\u544a\u4e5f\u987b\u7ecf\u4f01\u4e1a\u6240\u5728\u5730\u7701\u3001\u81ea\u6cbb\u533a\u3001\u76f4\u8f96\u5e02\u4eba\u6c11\u653f\u5e9c\u836f\u76d1\u90e8\u95e8\u6279\u51c6\uff0c\u5e76\u53d1\u7ed9\u836f\u54c1\u5e7f\u544a\u6279\u51c6\u6587\u53f7\uff0c\u672a\u7ecf\u6838\u51c6\u6216\u672a\u53d6\u5f97\u836f\u54c1\u5e7f\u544a\u6279\u51c6\u6587\u53f7\u7684\uff0c\u4e0d\u5f97\u64c5\u81ea\u4f7f\u7528\u6807\u8bc6\u7269\u3001\u53d1\u5e03\u836f\u54c1\u5e7f\u544a\u3002<\/p>\n<p>\u672c\u6848\u4e2d\uff0c\u836f\u54c1\u751f\u4ea7\u4f01\u4e1a\u81ea\u884c\u5370\u5236\u7684\u201c\u836f\u54c1\u4f7f\u7528\u8bf4\u660e\u201d\u5e76\u672a\u901a\u8fc7\u56fd\u5bb6\u98df\u54c1\u836f\u54c1\u76d1\u7ba1\u5c40\u5ba1\u6838\u6279\u51c6\uff0c\u56e0\u6b64\uff0c\u4e0d\u80fd\u8ba4\u5b9a\u4e3a\u836f\u54c1\u7684\u6807\u8bc6\u7269\uff0c\u4e5f\u4e0d\u5c5e\u4e8e\u836f\u54c1\u5e7f\u544a\u8303\u7574\uff0c\u53ea\u662f\u4f01\u4e1a
