Germany is getting a new National Data Strategy – this was decided by the Federal Cabinet on August 30, 2023. The new strategy “Progress through data use – Strategy for more and better data for new, effective and forward-looking data use” is intended to build on the existing data strategy from 2021 and promote the development and expansion of data competencies.
Too Many Untapped Data Treasures
For the German Federal Minister of Digital Affairs, Dr. Volker Wissing, data is the raw material of digitization. “We are sitting on a huge treasure trove of data that we want to lift,” said Wissing, hoping that the new strategy will create a new data culture. This is because, to date, around 80% of industrially produced data remains unused [1]. Another problem is that data is difficult to find and to reuse due to licensing regulations. Therefore, the potential of data should be better exploited in the future and the provision and use of data should be improved.
Roadmap Data Strategy
In order to achieve the goals of the new data strategy and implement forward-looking data use in Germany, a roadmap has been drawn up by the German government. The purpose of this is to address the measures in concrete terms over a certain period of time up to the end of 2024. For example, the Research Data Act or the legal right to Open Data are planned as measures of the data strategy by the end of 2024. In addition, it was decided to establish a data institute in order to bundle know-how and provide extensive assistance, especially in intersectoral exchange. This is intended to take into account “the special importance of research data” [2].
