Germany has taken significant steps in recent years to advance the development and application of artificial intelligence. The country’s AI action plan and digital strategy form the backbone of these efforts, setting out guidelines and measures to promote AI innovation.

Germany’s AI Action Plan

Germany’s AI Action Plan is a strategic document that sets out a long-term vision for the development and use of AI in the country. It consists of various strategic pillars that drive the promotion of AI in Germany.

  • Investment in research and development: The AI action plan places a particular focus on the funding of research projects in the field of AI. Significant funding will be made available to universities, research institutions and companies to promote innovation in AI.
  • Creation of an AI infrastructure: One of the fundamental pillars of the action plan is the creation of a comprehensive AI infrastructure. This includes the establishment of data centres, platforms and technological resources that give researchers and companies access to AI-based tools and data.
  • Promotion of start-ups and companies in the AI sector: The action plan aims to support the establishment and growth of AI start-ups. Funding programmes, financing opportunities and networks are to be created in order to strengthen the innovative power of start-ups in the AI sector.
  • Transfer of research results to the economy: A key objective of the AI action plan is to facilitate the transfer of research results from the academic sector to the economy. This is supported by targeted initiatives to promote knowledge transfer and cooperation between science and industry.
  • Strengthening digital sovereignty: Germany is endeavouring to strengthen its digital sovereignty by relying on AI-based technologies. This includes ensuring that the country’s data sovereignty is safeguarded and that ethical principles and safety standards are anchored in the use of AI.

This AI action plan forms the foundation for Germany’s strategy to take a leading role in AI research, development and application worldwide. It marks a decisive step towards a future-orientated AI society and demonstrates Germany’s commitment to innovation and technological progress.

Germany’s Digital Strategy

In conjunction with the AI action plan, the digital strategy is a key instrument for supporting the development and application of AI throughout the economy and society.

  • Digital infrastructure and networking: This includes the nationwide expansion of broadband networks and the promotion of 5G technology to ensure a reliable and fast internet connection for companies, institutions and private individuals. In addition, investments are being made in the establishment of a strong digital network to facilitate the exchange of data and technologies.
  • Digital education and skills development: Educational institutions should be supported in integrating digital learning methods to prepare pupils and students for the demands of an increasingly digitalised world.
  • Digitalisation of the public sector: The digital strategy aims to modernise the processes and services of public administration in order to support citizens and businesses more efficiently. This includes the introduction of e-government solutions and the provision of digital services for citizens.
  • Data protection and security: In view of the growing importance of data, the strategy places particular emphasis on data protection and data security. Measures are taken to ensure the protection of personal data.
