现年63岁的迪分巴赫(Hans Rudolf Diefenbach)在黑森州(Hessen)药店经营者协会工作，他表示：“我们这里的药店平均缺少40—50种药物，有时患者要等待4周左右才能得到所需药物，而且这种情况越来越多，但是通常顾客只需等待一天。”
