Shanxi: traceability system for selected drugs
Recently, the Shanxi Provincial Drug Administration issued a “Notice on Further Work on the Construction of Traceability Systems for Selected Drugs.” According to the Notice, all pharmaceutical enterprises must establish a sound drug tracability management standard, as well as build their own drug tracing system in accordance with national standards or use a third-party drug tracing platform. When secondary and tertiary medical institutions warehouse selected drugs, they must provide drug information to upstream distributors and cannot warehouse drugs that do not match their tracability information. When there are problems with drug quality and safety, medical institutions should work with drug manufacturers and upstream suppliers to record and provide information for drug recalls.
山西部署年底实现重点药品全过程可追溯

近日，山西省药监局发布《关于进一步做好重点品种信息化追溯体系建设工作的通知》。《通知》指出，生产企业和经营企业要建立健全的药品追溯管理制度，按照国家标准自建或者选用第三方平台建立药品信息化追溯系统。《通知》要求，使用重点品种的二级及以上医疗机构在药品入库时将药品信息反馈上游企业，严禁将追溯信息和实物不相符的药品入库。药品出库时应更新药品状态。当发生药品质量安全问题和风险时，各医疗机构应配合药品生产企业及上游供货企业，记录并提供药品召回流向信息。
Guangdong: Implementing an OTC drug trading reform
On March 15, a pilot project was announced to allow the sale of OTC drugs in convenience stores operated by large trading groups which also own pharmacy retail chains under the titel “Implementation of the Pilot Program of Class-B OTC Drugs Trading Reform in Guangdong Province”. With this plan, Guangdong Province supports efforts to save costs by encouraging large chain convenience store headquarters and drug retail chain enterprises in the same group to integrate with one another. The public can take advantages of the pilot convenience stores’ 24 hour availability by purchasing commonly used OTC drugs. On the same day, Guangzhou and Dongguan cities launched the Drug Business License for large convenience store chains selling OTC drugs as the provinces’s first pilot program.
广东率先启动经营乙类处方药跨界融合综合改革试点

Shandong: Using medical insurance to purchase drugs online

Henan: involving pharmacy branches in province-wide Centralized Drug Procurement
Recently, the Medical Insurance Bureau of Henan issued the “Notice on Involving Qualified Pharmacy Branches in Centralized Drug Procurement at the Province-Level (Pilot Project).” The “Notice” clarified that qualified pharmacy branches can apply to participate in Centralized Drug Procurement. The “Notice” stipulated that pharmacy branches must provide customers with information about both the bidding price and the sale price of the selected drugs, as well as trace the entire life-cycle of those drugs. If this pilot project is successful, Henan province intends to have all designated retailed pharmacies participate in the province-wide Centralized Drug Procurement process.

日前，河南省医保局印发《关于将部分零售连锁药店纳入我省药品集中带量采购范围（试点）的通知》。《通知》明确，符合条件的医保定点零售连锁药店可自主申请参加河南省药品集中带量采购。《通知》规定，药店应公示集采药品中标价和本店销售价，并做到药品全生命周期可追溯。新政试点成功后，河南省计划今后逐步把所有医保定点零售药店纳入药品集中采购范围。
Beijing: regulating sales of drugs online during Double 11
On October 28th, Beijing Municipal Administration for Market Regulation and other departments jointly convened an administrative conference on regulating online promotion events during Double 11. During the conference, large E-Commerce platforms were asked to ensure that their users register their real names when purchasing four types of drugs related to treatment of Covid-19, as well as to improve the regulation of selling specific medication (including vaccines) and prescription drugs. At the same time, platforms were also asked to establish a sound product quality inspection and monitoring system, constrain excessive price adjustment of goods, maintain a fair competition environment, and regulate promotional behavior.

Gansu Baiyin: using “Internet + E-Supervision” to prevent overpurchasing of Ephedrine
In Baiyin, Gansu province, the Market Supervision Administration has recently implemented “Internet + E-Supervision” for compound preparations containing ephedrine in all pharmacy chains. Beijing: Establishing an “Intelligent Pharmacy Supervision System”
Recently, Beijing Haidian Distinct has launched a test program called the “Intelligent Pharmacy Supervision System.” This system, which uses an HD camera, an e-hygrometer, and e-thermometer, enables remote monitoring of pharmacy business conditions as well as temperature and humidity levels in pharmacies via a mobile App. It also allows for checking whether pharmacists are on duty and whether prescription drugs were sold to customers in accordance withvalid prescriptions.

Meituan boosts 24-Hour-Pharmacies

“Dual-Channel Policy” for Medicines under National Medical Insurance Negotiation
Recently, the NMPA and the National Health Commission jointly issued the “Opinions on Establishing and Improving Dual-Channel Management Mechanisms for Medicines under National Medical Insurance Negotiation”. According to the “Opinions”, the reasonable usage of these reimbursed drugs, such as supply and clinical use, will be met through two channels, namely designated medical institutions and designated retail pharmacies, with drug payment covered by the medical insurance payment mechanism. Eligible designated retailed pharmacies should be connected to the Medical Insurance Information Platform and the Electronic Prescription Sharing Platform, and a compliant storage and distribution system should be established to ensure drug safety.
医保药品可“双通道”购买

近期，国家医保局会同国家卫健委出台了《关于建立完善国家医保谈判药品“双通道”管理机制的指导意见》。《意见》提出，将通过定点医疗机构和定点零售药店两个渠道满足医保谈判药品供应保障、临床使用等方面的合理需求，并同步纳入医保支付；符合纳入“双通道”管理的定点零售药店要与医保信息平台、电子处方流转平台等对接，并建立符合要求的储存、配送体系，确保药品质量安全。
Hainan Free Trade Port: implementing online sales of prescription drugs
On April 8th, the National Development and Reform Commission issued the “Opinions on Supporting the Special Measures to Expand Market Access in the Hainan Free Trade Port.” The “Opinion” indicates that an e-prescription center be contracted in Lecheng to support the online sale of prescription drugs that are not expressly regulated under the national drug administration law. The e-prescription center should be connected to internet hospitals, prescription systems of Hainan medical institutions, various prescription drugs sales platforms, health insurance information platforms, payment and claims processing institutions, and commercial insurance institutions, thereby realizing an “Integrated Online Platform” for the collection of prescription-related information, prescription drugs purchasing, information security certification, and medical insurance claims processing.
海南自贸港：处方药网售落地

4月8日，国家发改委发布《关于支持海南自由贸易港建设放宽市场准入若干特别措施的意见》。《意见》指出，要在乐城先行区建立海南电子处方中心，对于在国内上市销售的处方药，除国家药品管理法明确实行特殊管理的药品外，全部允许依托电子处方中心进行互联网销售，不再另行审批。海南电子处方中心对接互联网医院、海南医疗机构处方系统、各类处方药销售平台、医保信息平台与支付结算机构、商业类保险机构，实现处方相关信息统一归集及处方药购买、信息安全认证、医保结算等事项“一网通办”。
