National Health Commission: announcing the establishment of the Nation Health Information Platform
On July 11th, the National Health Commission conducted a conference. The conference announced the formation of the National Health Information Platform, which basically connects national, provincial, municipal, and county health information platforms. Up until now, regional health information platforms have connected over 8,000 tertiary and secondary hospitals, while provincial health information platforms have connected over 80% of tertiary hospitals in 20 provinces. Additionally, 25 provinces have shared electronic health information, 17 provinces have shared electronic medical records, and 204 cities have shared medical examination results.

国家卫健委于11.07日举行发布会。会上介绍，日前，国家全民健康信息平台已基本建成，基本实现了国家、省、市、县平台的联通全覆盖。目前已经有8000多家二级以上公立医院接入区域全民健康信息平台，20个省份超过80%的三级医院已接入省级的全民健康信息平台，25个省份开展了电子健康档案省内共享调阅，17个省份开展了电子病历省内共享调阅，204个地级市开展了检查检验结果的互通共享。
NHSA: launching intelligent supervision system for medical insurance fund
On September 13th, the National Healthcare Security Administration (NHSA) issued the “Notification on Deepening the Intelligent Audit and Monitoring of the Medical Insurance Fund.” The Notification stated that by the end of 2023, all medical insurance coordination regions should launch intelligent supervision sub-systems, and audit and monitoring data should be accurately uploaded to the national medical insurance information platform, thereby achieving the “one network” of intelligent monitoring of the national medical insurance fund. The Notification indicates that these intelligent supervisory sub-systems of designated medical institutions should be interconnected.
医保基金“安全”保障新手段！智能监管系统年底前上线

9月13日，国家医保局印发《关于进一步深入推进医疗保障基金智能审核和监控工作的通知》。《通知》明确，到2023年底前全部医保统筹地区应上线智能监管子系统，将审核和监控数据准确上传国家医保信息平台，初步实现全国医保基金智能监控“一张网”。《通知》提出，鼓励定点医疗机构对接各地智能监管子系统。
NHSA: new feature for checking the supply of reimbursed drugs
Recently, the National Healthcare Security Administration’s (NHSA) official WeChat account introduced a feature for searching for medical institutions supplied with reimbursed drugs. After entering the drug name on the search page, the insured person can see information about the insurance payment standard and how long this drug will be on the reimbursement list. In addition, insured person can also check the stock status of the required drugs in local designated medical institutions and retail pharmacies.

Anhui: establishing traceability system for Traditional Chinese Medicine
The Anhui Medical Product Administration recently organized a conference on the traceability system for Traditional Chinese Medicine (TCM). During the meeting, a staff member of the administration interpreted related legal documents, particularly the “Coding Standards of the Tracing Code of TCM,” “Labeling Standards of the Tracing Code of TCM,” and “Standards of Code Mapping between Anhui Provincial Traceability Platform of TCM and Information Systems of TCM Manufacturers.” Participating TCM manufacturers addressed the aforementioned standards and provided recommendations for the identification of traceability codes and packaging specifications, data mapping, and data safety. The Anhui Medical Product Administration will consider these suggestions and revise the TCM traceability criteria, advising TCM manufacturers to appropriately reform their information systems for data mapping to the Anhui Provincial Traceability Platform of TCM.
安徽持续推进中药饮片信息化追溯体系建设

近日，安徽省药监局召开中药饮片信息化追溯讨论会。会上，安徽省药监局相关人员解读了中药饮片追溯相关法规文件，重点讲解了《安徽省中药饮片追溯码编码规范（征求意见稿）》，《安徽省中药饮片追溯码标识规范（征求意见稿）》，《安徽省中药饮片信息化追溯平台与企业自建系统数据对接规范（征求意见稿）》等。与会中药饮片企业围绕上述规范展开研讨，针对追溯码产品标识、包装规格标识以及数据对接、数据安全等问题提出意见建议。结合企业提出的意见建议，安徽省药监局将进一步完善中药饮片信息追溯相关规范，指导企业对照规范适当改造自建系统与安徽省中药饮片信息化追溯平台进行数据对接。
NMPA: 16 measures for health insurance services
On June 17, the NMPA released a “Notification on the Implementation of Sixteen Measures for Health Insurance Services.” Eight of them concern cross-provincial billing of medical costs. The Notification calls for the use of electronic health insurance IDs for medical treatment and drug purchases, so as to realize that insured residents can visit a doctor and buy medicines simply by scanning the QR code on this e-ID instead of holding a physical card or by using their face ID.

Anhui: measures for prescription sharing
Recently, the Anhui Provincial Health Insurance Bureau, Anhui Provincial Health Commission, and Anhui Provincial Bureau of Pharmaceutical Supervision released the “Plan on Promoting the Application of the E-Prescription Sharing Platform.” The Plan proposes establishing a provincial E-Prescription Sharing Platform and connecting it to medical institutions’ HIS systems, retail pharmacies’ drug management systems, and health insurance billing systems. Medical institutions should take the initiative to upload e-prescriptions to this platform. Pharmacies should dispense drugs and handle insurance-based drug purchases based on the above interconnected systems. The Plan also suggests exchanging information among insured residents, Internet hospitals, and designated retail pharmacies through data sharing between national and Anhui provincial medical insurance information platforms and online drug purchase platforms. This creates a cycle where hospitals create e-prescriptions, insured residents purchase pharmaceuticals online, pharmacists check prescriptions online, pharmacies dispense drugs, and medical insurance settles medical bills online.
安徽省医保局发文，处方流转难题可解！

近日，安徽省医保局、安徽省卫健委、安徽省药监局三部门联合印发《关于推进医保电子处方流转应用工作的实施方案》。《方案》提出，应建设全省统一的电子处方流转平台，并实现该平台与医疗机构HIS系统、零售药店药品管理系统和医保结算系统的互联互通。医疗机构应主动上传电子处方至电子处方流转平台。药店应依据上述互联系统提供配药和医保结算服务。《方案》提出，通过国家、安徽省医疗保障信息平台与线上购药平台的数据共享，使参保人员、互联网医院与定点零售药店实现信息互通，实现医院开具电子处方、参保人员在线购药、药师在线审方、药店实施配药、医保在线结算的全流程服务。
Shandong: issuing the Guiding Principles for the Construction of the Traceability System for Traditional Chinese Medicine Tablets in Manufacturing Enterprises
Recently, the Shandong Provincial Drug Administration issued “Guiding Principles for the Construction of the Traceability System for Traditional Chinese Medicine Tablets in Manufacturing Enterprises in Shandong Province.” The Guiding Principles will be in effect by February 1, 2023 and will be valid until January 31, 2026. According to the Guiding Principles, the traceability system should adhere to the NMPA’s technical standards for data exchange and gradually achieve interconnection with provincial, extra-provincial, and national data platforms. The traceability system should establish three major traceability modules: traceability modules of the raw materials of Chinese medicine tablets, traceability modules of the production quality of Chinese medicine tablets, and traceability models of the circulation and use of Chinese medicine tablets. In addition, the Guiding Principles standardize the composition of the traceability code, which should include information such as the name of the manufacturer, the batch number, the packaging specifications, and the date of production.
《山东省中药饮片生产企业信息化追溯体系建设指导原则》发布

近日，山东省药监局印发《山东省中药饮片生产企业信息化追溯体系建设指导原则》。《指导原则》自2023年2月1日起施行，有效期至2026年1月31日。《指导原则》指出，追溯系统应符合国家药监局制定的数据交换技术标准，逐步实现与省内、省外和国家数据平台的对接。追溯系统应建立中药饮片原材料信息追溯、中药饮片生产质量信息追溯和中药饮片流通使用信息追溯三大信息化追溯模块。另外，《指导原则》规范了追溯码的基本构成，追溯码应包含生产企业名称、饮片批号、包装规格、生产日期等信息。
Bozhou: developing a regional traceability system for traditional Chinese medicine tablets
Recently, the Anhui Provincial Drug Administration stated that Bozhou city has taken the lead in developing a regional traceability system for traditional Chinese medicine tablets, which has already covered 192 traditional Chinese medicine tablet manufacturers in the city. The traceability system consists of two main parts: the enterprise side and the supervisory side. The enterprise side of the traceability system manages procurement, production, warehousing, finance, sales, and other key aspects of the manufacturing process, allowing for real-time recording of the production process and track modification. The supervisory side can read data from and enter data into the enterprise side traceability platform. The supervisory side can assess enterprise data within its authority at any time and, if necessary, manage drug recalls, conduct intelligent analysis, and post information on the platform, allowing for digital supervision of the quality of traditional Chinese medicine tablets.
亳州率先建设区域性中药饮片信息化追溯体系

Jiangxi: introducing 15 measures to support the development of pharmacy chains
Recently, Jiangxi province’s Medical Products Administration issued “Opinions on Supporting the Development of Pharmacy Chains.” The Opinions support large-scale drug wholesalers and pharmacy chains to acquire single-pharmacies in various ways; they support pharmacies within the same pharmacy chain to allocate drugs on demand; they support pharmacy chains to provide round-the-clock drug vending machines in public places; they support supermarket chains to sell OTC drugs of class B; they support pharmacy chains to implement remote pharmacy services and prescription review by licensed pharmacists and to establish remote pharmacy service centers; they support e-management of data in pharmacy chains; they encourage pharmacy chains to sell drugs on the internet and to keep prescriptions for patients with chronic diseases.
江西出台15条措施全面支持鼓励药品零售连锁企业发展

近日，江西省药品监督管理局印发了《关于支持药品零售连锁企业发展的意见（试行）》。《意见》指出，重点支持大型药品批发企业、大型药品零售连锁企业集团通过多种形式整合单体药店；支持同一零售连锁企业门店之间按需相互调拨药品；支持药品零售连锁企业在大型公共场所内开设24小时自动售药机；支持连锁超市销售乙类非处方药；支持药品零售连锁企业开展执业药师远程药学服务及审方业务，鼓励药品零售连锁总部设立远程药学服务中心；支持药品零售连锁企业数据电子管理；鼓励连锁企业采用“互联网+”销售方式销售药品，推行慢性病处方留存制度。
Yangtze River Delta region: Promoting multi-regional drug regulatory data sharing
Recently, the Jiangxi Provincial Drug Administration signed a “memorandum of collaboration among drug administration authorities on strengthening digital drug supervision in the Yangtze Delta region” with Shanghai, Jiangsu, Zhejiang, Anhui, and other drug administration authorities in the Yangtze Delta region. Following the signing of the memorandum, the Jiangxi Provincial Drug Administration took the lead in developing the “Standards for the collection and exchange of data in terms of the supervision and production of drugs in the Yangtze Delta region,” which establishes a mechanism for sharing and reusing electronic data in the Yangtze Delta region and effectively promotes data sharing and reuse in terms of drug review and approval, drug production supervision, and credit administration.
江西大力推进长江三角洲区域药品监管一体化建设
