Video conference on inspecting the implementation of “one-code-for-one-drug” on selected drugs
On April 17th, the NMPA held the video conference on inspecting the implementation of “one-code-for-one-drug” on selected drugs by centralized procurement of drugs with defined quantities. The conference stipulated that manufacturers should produce selected drugs according to the manufacturing processes that are defined by the NMPA. Besides, the Marketing Authorization Holders are encouraged to establish a mature drug traceability system to conform to the tracing requirement of “one-code-for-one-drug.”
落实中选药品“一物一码”带量采集专项检查视频会召开

Tibet: supervising retail pharmacies
On April 20th, the Medical Product Administration of Tibet Autonomous Region issued the “Plan on Drug Supervision in Tibet Autonomous Region (2020).” The “Plan” indicates that drugs will be supervised in terms of their production, wholesale, trading, and usage. The “Plan” stipulates that the drug information management system, purchase channels, storage and transport state, auditing, and expiration date of drugs should be inspected, and at the same time, the sales of prescription drugs and services that provide by licensed pharmacists in retail pharmacies will be checked as well.
西藏开始监督检查零售药店

4月20日， 西藏自治区药监局发布了“2020年西藏自治区药品监督检查计划”。“计划”明确，要在今年4月至11月对全区药品生产、批发、经营、使用单位进行检查。“计划”要求，应重点检查药品的计算机管理系统、进货渠道、储运条件、销售票帐货款一致性、有效期，同时检查药品零售企业的处方药销售和执业药师在岗服务。
Pharmacists are allowed to practice medicine at more than one pharmacies
On May 24th, Shanxi Food and Drug Administration issued the “Notification on strengthening the management of licensed pharmacists in pharmacy chains,” which encourages licensed pharmacists to practice medicine at more than one branches during holidays and off-hours. The “Notification” indicates that licensed pharmacists in branches can check prescriptions as telework to serve patients during their off-hours. To solve the shortage of licensed pharmacists in towns and villages, pharmacists in the township can assume the responsibility of licensed pharmacists.
药师可利用节假日和业余时间在零售药店多点执业

核心提示：5月24日，陕西省药监局发布《关于加强药品零售企业执业药师管理的通知》，鼓励执业药师利用节假日和业余时间在药品零售企业多点执业，作为驻点执业药师不在岗的补充。《通知》指出，在执业药师非工作时间，药品零售门店可采用执业药师远程审方方式为患者服务；为解决乡、村药店执业药师短缺问题，乡镇药师可承担执业药师职责。
Shanghai: Complementary Document for procurement of drugs is released(“4+7”)
On November 22nd, Shanghai Pharmaceutical Centralized Bidding and Purchasing Management Office published “Complementary Document for centralized procurement of drugs in 4 municipalities and 7 other big cities (in Shanghai area)”. The “Complementary Document” stipulates that all medical insurance designated medical institutions should give priority to purchasing and using selected drugs in centralized procurement in 4 municipalities and 7 other big cities and the usage amount should be equivalent to last year. Meanwhile, medical institutions can continue to purchase and use unselected drugs under the premise of ensuring the amount of selected drugs, but the amount should not exceed the selected variety after being converted into proportion.
上海：4+7带量采购补充文件发布

Guangdong: Pharmacists are permitted not only to provide medical advice but also charge for prescription
Recently, Guangdong Pharmaceutical Association issued the “Tentative Standard of Pharmaceutical Outpatient Service”. The “Tentative Standard” proposes that pharmacists can serve patients directly through outpatient service. The “Tentative Standard” stipulates that a fixed consulting room should be set up in the outpatient building and a fixed pharmacist’s treatment time should be set every week. Medical institutions should be equipped with pharmacist workstation if possible in order to maintain patient records. Meanwhile, the “Tentative Standard” shows that it is recommended to grant partial prescription authority to pharmacy outpatient pharmacists, which must be approved and filed by the medical department.

The upper limit of patients serviced by a contracted family doctor is 2000
On October 8th, the official website of the National State Council officially issued the “Guiding Opinions on Standardising the Management of Contracted Family Doctor Services”. The “Guiding Opinion” clarifies that the number of patients serviced by a contracted family doctor should not exceed 2000. The “Guiding Opinion” indicates that the service charge should be properly accounted for and allocated and fundraising channels to support family doctors should be broadened. The “Guiding Opinion” stipulated that while promoting the service of “Internet+Contracted Family Doctor”, the management and assessment of contracting service should be strengthened.
国家卫健委：每名家庭医生签约服务人数上限2000人
