Prohibiting hospitals from designating drug delivery companies and pharmacies
On July 6th, the Health Commission of Gungxi and other seven departments jointly issued the “Notice on Strengthing the Medication Management in Medical Institutions to Promote Rational Use of Medicines”. The “Notice” clarifies that medical institutions supporting Prescription Sharing should establish a process and supervision system of Prescription Sharing and are prohibited from designating drug delivery companies and pharmacies to avoid monopolies organised by distribution companies and pharmacies; the shared prescriptions should be approved by medical institutions and included into the services of prescription management, supervision of medication, and guidance on rational use of medicines.

7月6日，广西自治区卫健委等七部门发布《关于进一步做好医疗机构药事管理促进合理用药工作的通知》（以下简称《通知》）。《通知》明确，开展处方外配的医疗机构应建立处方外配流程和监管制度，严禁指定药品配送企业和药店，避免配送企业和药店垄断药品销售；外配处方应经医疗机构审核，并纳入处方点评、用药监测和合理用药指导等药学服务范围。
Hospitals and pharmacies should pay the drug cost within 30 working days
On May 12th, the NMPA issued the “Notification on Issuing the List of National Medical Security Management Services.” The “Notification” stipulates that medical institutions including hospitals and pharmacy chains should pay the drug cost for distributors and manufacturers within 30 working days.

Tibet: supervising retail pharmacies
On April 20th, the Medical Product Administration of Tibet Autonomous Region issued the “Plan on Drug Supervision in Tibet Autonomous Region (2020).” The “Plan” indicates that drugs will be supervised in terms of their production, wholesale, trading, and usage. The “Plan” stipulates that the drug information management system, purchase channels, storage and transport state, auditing, and expiration date of drugs should be inspected, and at the same time, the sales of prescription drugs and services that provide by licensed pharmacists in retail pharmacies will be checked as well.
西藏开始监督检查零售药店

4月20日， 西藏自治区药监局发布了“2020年西藏自治区药品监督检查计划”。“计划”明确，要在今年4月至11月对全区药品生产、批发、经营、使用单位进行检查。“计划”要求，应重点检查药品的计算机管理系统、进货渠道、储运条件、销售票帐货款一致性、有效期，同时检查药品零售企业的处方药销售和执业药师在岗服务。
Establishing a nationwide unified procurement platform of drugs
On November 29th, the National Health Commission issued the “Notification on Measures of Deepening the Reform of the Medical and Healthcare System depending on the Centralised Procurement and Use of Drugs.” The “Notification” emphasised that a nationwide unified procurement platform based on provincial centralised procurement platforms should be established, in which the drug codes and procurement standards should be unified so that the drug price can be linked together nationwide. In addition, corporate groups, integrated healthcare organisations, private medical institutions, and pharmacies are encouraged to implement centralised procurement to develop a pricing system that depends on the market. The “Notification” also stipulated that the medical insurance administrative agencies instead of hospitals should pay for the drugs to manufacturers and distributors directly.

11月29日，国家卫健委体制改革司发布《国务院深化医药卫生改革领导小组印发关于以药品集中采购和使用为突破口进一步深化医药卫生体制改革若干政策措施的通知》。《通知》强调，应依托省级集中采购平台构建全国公共采购市场，统一编码、标准和功能规范，推进价格等相关信息互联互通，促进全国价格联动；鼓励探索集团采购、医联体采购等方式形成合理价格，鼓励非公立医疗机构、社会药店等积极参与，共同推动形成以市场为主导的药品价格形成机制；《通知》还要求，应由医保经办机构直接与生产或流通企业结算药品货款。
Improving the supply system of shortage medicines
Recently, the General Office of the State Council issued the “Guiding Opinions on Maintaining the Price and Supply of Shortage Medicines.” The “Guiding Opinion” stipulated that a national multi-source information collection platform for shortage medicines and a monitoring system for this platform should be established to realise information sharing of APIs (Active Pharmaceutical Ingredient) and pharmaceutical preparations in terms of their registration, production, procurement, and price. As for the drugs in the shortages list, pharmaceutical enterprises are allowed to quote their price on the provincial-level centralised drug procurement platform or on the internet so that medical institutions can purchase them on demand.

近日，国务院办公厅印发《关于进一步做好短缺药品保供稳价工作的意见》（以下简称《意见》）。《意见》指出，应建立国家短缺药品多源信息采集平台和协同监测机制，实现原料药和制剂在注册、生产、采购、价格等方面的信息联通共享；对于短缺药品清单中的品种，允许企业在省级药品集中采购平台上自主报价、直接挂网，医疗机构自主采购。
“Prescription Sharing” supported
On September 29th, 21 commission and administrations, including the National Development and Reform Commission, the National Healthcare Security Administration, the National Health Commission, the National Medical Product Administration, jointly issued the “Guideline of Promoting a High-quality Development of the Health Industry (2019-2022).” The “Guideline” stipulated that channels for the interconnection and real-time sharing of information on drug consumption and on prescriptions of online diagnosis and treatment should be established nationwide. In the meantime, third-party platforms are suggested to deliver online prescribed drugs to encourage Medical e-commerces to offer “ordering online and delivered offline” services.

Heilongjiang: The detailed rules of drug price supervision is going to be implemented
On August 9th, the Medical Insurance Bureau of the Heilongjiang province issued the “Notification of Supervising Drug Price and Distribution Information.” The “Notification” stipulates that the supervision of drug price and distribution information should be carried from drug manufacturers, distribution enterprises, medical institutions, retail pharmacies, and public sentiment. The mechanisms for information collection, reporting, analysis, investigation, and processing should be improved at the provincial, city, and county levels.

However, the supervision laws and regulations are relatively legging behind, so that there are new problems in the supervision link. The CFDA published this method to improve the supervision and ask for opinions. 10 pharmacies became pilot stations for recycling expired drugs
To safeguard the pharmaceutical market order, one should avoid that expired drugs flow into the market and endanger the medication safety. The Committee on Capital Markets Regulation Tianjin organized that the pharmaceutical drug retailers start the recycling of expired drugs.
