Establishing a nationwide unified procurement platform of drugs
On November 29th, the National Health Commission issued the “Notification on Measures of Deepening the Reform of the Medical and Healthcare System depending on the Centralised Procurement and Use of Drugs.” The “Notification” emphasised that a nationwide unified procurement platform based on provincial centralised procurement platforms should be established, in which the drug codes and procurement standards should be unified so that the drug price can be linked together nationwide. In addition, corporate groups, integrated healthcare organisations, private medical institutions, and pharmacies are encouraged to implement centralised procurement to develop a pricing system that depends on the market. The “Notification” also stipulated that the medical insurance administrative agencies instead of hospitals should pay for the drugs to manufacturers and distributors directly.

11月29日，国家卫健委体制改革司发布《国务院深化医药卫生改革领导小组印发关于以药品集中采购和使用为突破口进一步深化医药卫生体制改革若干政策措施的通知》。《通知》强调，应依托省级集中采购平台构建全国公共采购市场，统一编码、标准和功能规范，推进价格等相关信息互联互通，促进全国价格联动；鼓励探索集团采购、医联体采购等方式形成合理价格，鼓励非公立医疗机构、社会药店等积极参与，共同推动形成以市场为主导的药品价格形成机制；《通知》还要求，应由医保经办机构直接与生产或流通企业结算药品货款。
Nationwide implementation of National Organised Centralised Procurement and Use of Drugs
On September 24th, 2019, more than 20 provinces and districts all over the country have launched a joint procurement of drugs. Thereby the pilot work on National Organised Centralised Procurement and Use of Drugs is extended from 11 big cities to nationwide. The price of all medicines was lower than the price of selected drugs in “4+7.”

Health insurance: payment on the basis of sickness categories
Recently, the Ministry of Human Resources and Social Security published the recommended sickness catalog for the payment of health insurance on the basis of sickness categories. 130 kinds of sicknesses are included in the catalog. As requested, at least 100 sicknesses should be confirmed for the new payment method from place to place. The Ministry of Human Resources and Social Security also emphasized that unreasonable medical payment increases should be controlled to make sure the personal expenditure will not increase. All public hospitals cancel drug markup

So far, the hierarchical medication system is fundamentally founded. Medical resources are distributed based on population. 80% of the people can reach the closest medication station within 15 mins. Charging according to diseases: the catalogue is extended to 320 diseases
On 16th January, the Health and Family Planning Commission and Ministry of Human Resources and Social Security and the National Development and Reform Commission published an announcement of promoting the charging system according to diseases. It is required to extend the range of charging according to diseases in all regions. A catalogue with 320 diseases was published for usage. In this charging system, every disease has a certain amount of fee. If the hospital doesn’t spend this much, it may keep the rest; otherwise the medical institution should pay the extra part. This is a pre-payment model, which is better for the health insurance to control the payment, comparing to the post-payment system according to items. (Source: National Business Daily)

Health authorities responded to the issue of doctors accepting rake-off
On 24th December, CCTV reported: “high drug price under the high rake-off”. After the report, CFDA immediately required the Health and Family Planning Administration Departments in Shanghai and Hunan to investigate the issue of high rake-off, publish the result in time and punish the people involved according to relative laws and regulations. Until 26th December, three doctors have been suspended. The involving drugs were stopped as well. Hunan FDA also suspended one involving doctor. (Source: Health News)

18 public hospitals stop drug mark-up in Jiangmen
The pilot implementation plan of the price adjustment of medical services in public hospitals in Jiangmen came recently into effect. According to the implementation plan, the 15% of drug mark-up is cancelled in 18 public hospitals in Jiangmen, to realize the drug sale without added profit (excluding traditional Chinese medicine decoction pieces), i.e. the actual purchase price is the sale price. Except the adjustment of the drug price, the prices of more than 90 examination and therapy items and around 2145 inspection items are reduced by 5%-12%. At the same time, the prices of five kinds of medical services which reflect the technical service values are increased, including examination fee, nursing care fee, bed fee, operation fee and therapy fee. 江门市18所城市公立医院取消药品加成

核心提示：《江门市城市公立医院医疗服务价格调整实施方案(试行)》近日正式实施。按照该实施方案，江门18所公立医院自此取消原不超过15%的药品加成率，实现药品零差率销售(中药饮片除外)，即以实际购进价作为销售价格。除了药品价格的调整，90多项大型医用设备检查治疗项目和约2145项的检验项目收费标准分别下调5%- 12%。与此同时，5类体现医务人员技术劳务价值的医疗服务价格有所提高，其中包括诊查费、护理费、床位费、手术费和治疗费。
Adjusting the price management mode of low-price drugs in Hunan
Hunan Development and Reform Commission recently published an announcement concerning drug prices. The announcement clarifies related policies about drug prices in Hunan medical institutions. According to the announcement, since the publication date of the announcement, sales without added profit should be implemented basing on the actual purchase price, when public medical institutions sell drugs (including secondary vaccine, excluding traditional Chinese medicine decoction pieces). For the sale of traditional Chinese medicine decoction pieces in public medical institutions, the added profit should not exceed 30 % on the basis of the cost price with tax (the wholesale price). The added profit of non-public medical institutions and social retail pharmacies can be formulated by institutions and pharmacies themselves. Drug prices should be shown to the public.
