Hubei issued a plan for the registration and management of licensed pharmacists
On January 7, 2022,, the Hubei Provincial Drug Administration issued the “Plan for the Implementation of Measures for the Registration and Management of Licensed Pharmacists in Hubei Province”. The “Measures” extended the areas in which a licensed pharmacist can work, namely (1) in a drug manufacturing company, (2) in a third-party logistics service provider or a third-party platform for online drug sales, (3) in a third-party prescription review platform. According to the “Implementation Measures,” the pharmacist on duty can provide pharmacy services such as medication consultation, prescription review, and prescription audit, but they do not have authority to sign prescription audits. The “Implementation Measures” also proposed that the registration of licensed pharmacists should increasingly be done electronically throughout the whole province. The measures also propose to start a pilot project in the China Hubei Free Trade Pilot Zone to study the development of a card-based system to manage pharmacists’ licences and also to share information on the (social) credit status.
湖北引发执业药师注册管理实施办法 远程审方多点执业纳入管理范围

1月7日，湖北省药监局印发《湖北省执业药师注册管理实施办法》（以下简称《实施办法》）。《实施办法》新增三类执业范围和职业单位：执业单位为药品上市许可所有人的，执业范围为药品生产；执业单位为药品第三方物流企业、药品网络销售第三方平台的，执业范围为药品经营；执业单位为远程审方第三方平台的，执业范围为药品使用。《实施办法》规定，在岗执业药师可以为社会药房提供用药咨询、处方点评、处方审核等药学服务，但无处方审核签字权。《实施办法》还提出，应逐步在全身推进执业药师电子注册管理，在中国湖北自由贸易试验区探索建设执业药师注册卡，实现执业药师注册、信用信息资源共享和动态更新。
Shandong: Using medical insurance to purchase drugs online
Recently, the first batch of designated pharmacy branches in Shandong began offering “Buying Drugs Through Medical Insurance” service in Alipay. An insured person can use Alipay to search for “Buying Drugs Through Medical Insurance,” select drugs or pharmacy branches marked “Available to Reimbursement,” and then pay for their drugs online using their medical insurance. Ele.me will deliver drugs in a short period of time following a successful payment.

近期，山东省首批试点定点零售药店在支付宝开通“医保买药”服务。参保市民可通过支付宝搜索“医保买药”，选择有“医保支付”标识的品种或药店下单，在线医保支付。支付成功后，由“饿了么”平台提供即时配送服务。
Henan: involving pharmacy branches in province-wide Centralized Drug Procurement
Recently, the Medical Insurance Bureau of Henan issued the “Notice on Involving Qualified Pharmacy Branches in Centralized Drug Procurement at the Province-Level (Pilot Project).” The “Notice” clarified that qualified pharmacy branches can apply to participate in Centralized Drug Procurement. The “Notice” stipulated that pharmacy branches must provide customers with information about both the bidding price and the sale price of the selected drugs, as well as trace the entire life-cycle of those drugs. If this pilot project is successful, Henan province intends to have all designated retailed pharmacies participate in the province-wide Centralized Drug Procurement process.
河南表态：逐步将所有定点药店纳入集采范围

日前，河南省医保局印发《关于将部分零售连锁药店纳入我省药品集中带量采购范围（试点）的通知》。《通知》明确，符合条件的医保定点零售连锁药店可自主申请参加河南省药品集中带量采购。《通知》规定，药店应公示集采药品中标价和本店销售价，并做到药品全生命周期可追溯。新政试点成功后，河南省计划今后逐步把所有医保定点零售药店纳入药品集中采购范围。
Beijing: regulating sales of drugs online during Double 11
On October 28th, Beijing Municipal Administration for Market Regulation and other departments jointly convened an administrative conference on regulating online promotion events during Double 11. During the conference, large E-Commerce platforms were asked to ensure that their users register their real names when purchasing four types of drugs related to treatment of Covid-19, as well as to improve the regulation of selling specific medication (including vaccines) and prescription drugs. At the same time, platforms were also asked to establish a sound product quality inspection and monitoring system, constrain excessive price adjustment of goods, maintain a fair competition environment, and regulate promotional behavior.

Heze, Shandong: Promoting the recycling of household drug waste
On Oct 27th, Heze implemented a public education program on the recycling of household drug waste. The measure aims to/is intended to raise public awareness about drug safety, address the harm caused by drug waste, educate the public about safe drug use and household drug waste recycling, and arouse public interest in recycling household drug waste on their own initiative. Household drug waste recycling, safe drug use consultation, reporting complaints, and other services were set up at the activity site. Other 50 designated pharmacies promoted the recycling of household drug waste during the program.

Liaoning: holding province-wide online training for licensed pharmacists
On Oct 21th, the Liaoning Medical Product Administration organized a province-wide online training event for licensed pharmacists. The training interpreted the background, main contents and regulations of the “Management of the Registration of Licensed Pharmacist” and taught the pharmacists to improve their ability on drug quality management, prescription review, and guidance on rational use of drug.

Supervising drug price in designated retail pharmacies
On October 18th, Shanghai Sunshine Medical Procurement All-In-One Website released the “Notification on Drug Price Supervising Measures for Shanghai’s Pharmacy Chains.” The “Notification” requires designated pharmacy chains to upload drug pricing information to the ‘Shanghai Medical Procurement Service and Supervision Information System’ when selling drugs on the national reimbursement drug list; the uploaded drug prices are monitored by the “Red/Yellow Line” warning system, which creates an alert when the price exceeds the Yellow Line and rejects price adjustments when the price exceeds the Red Line.

10月18日，上海阳光采购网发布《关于公布本市定点药店药品价格管理操作办法的通知》（以下简称“通知”）。通知显示，定点药店销售医保目录药品，须通过”上海市医疗采购服务与监管信息系统“上传价格信息；上传的药品价格由“红黄线”预警机制监测：价格高于黄线的，系统自动提醒；价格高于红线的，系统自动拦截。
Gansu Baiyin: promoting home expired drug recycling in communities
Recently, Baiyin Administration for Market Regulation organized a propagenda campaign in communities to promote home expired drug recycling. The officers place expired drugs recycling bins in communities to educate residents about the benefits of recycling expired drugs, rational methods for using and storing drugs, and the dangers of using and discarding expired drugs, while also advising residents to be cautious when disposing of household expired drugs and to raise awareness of healthcare issues.

Gansu Baiyin: using “Internet + E-Supervision” to prevent overpurchasing of Ephedrine
In Baiyin, Gansu province, the Market Supervision Administration has recently implemented “Internet + E-Supervision” for compound preparations containing ephedrine in all pharmacy chains. The Administration provided branches an exclusive QR-Code that should be scanned by consumers purchasing these types of drugs to collect buyer information, implementing purchase limitation, over-purchase warning, and traceability of such drugs.

Beijing: Establishing an “Intelligent Pharmacy Supervision System”
Recently, Beijing Haidian Distinct has launched a test program called the “Intelligent Pharmacy Supervision System.” This system, which uses an HD camera, an e-hygrometer, and e-thermometer, enables remote monitoring of pharmacy business conditions as well as temperature and humidity levels in pharmacies via a mobile App. It also allows for checking whether pharmacists are on duty and whether prescription drugs were sold to customers in accordance withvalid prescriptions.
