National Health Commission: Issuing the plan for saving drugs and avoiding drug waste
On January 2, the National Health Commission published the “Plan for Saving Drugs and Avoiding Drug Waste.” The Plan recommends that medical institutions use large-package drugs, and that manufacturers adjust their packaging specifications to make drug dosage distribution easier in medical institutions. Doctors’ prescribing behavior should be regulated to ensure that drugs are prescribed safely, effectively, economically, and rationally. Qualified medical institutions should establish pharmacy outpatient clinics to assist patients with drug usage. Internet hospitals should standardize online treatment and provide prescriptions for re-visiting patients. Qualified primary medical institutions should offer pharmacy services to residents’ families, encouraging family doctors to assist residents in need by organizing their family medication boxes and disposing of expired drugs when they visit the contracted resident.

National Health Commission: four measures for chronic disease management
On December 5, the National Health Commission held a conference to discuss deepening the implementation of primary healthcare services for the benefit of residents. The key initiatives for promoting chronic disease management are as follows: To begin, promote long-term prescription services for hypertension and diabetic patients in community and township health facilities, while progressively including other chronic diseases. Second, organize the compilation of the “National Guidelines for Prevention and Management of Hypertension” and “National Guidelines for Prevention and Management of Diabetes,” which guide primary healthcare institutions across the country in providing good health management services to patients with chronic diseases. Third, encourage contractual family doctors to treat patients, to assist them in preventing chronic diseases, and to provide multi-disease co-management services to patients with multiple chronic diseases. Fourth, boosting work-sharing and bidirectional referrals between primary healthcare institutions and higher-level medical institutions through the establishment of county medical communities.

12月5日，国家卫健委召开新闻发布会，介绍深化实化基层卫生健康便民惠民服务举措有关情况。在推进慢性病管理方面，主要有以下几方面举措：一是推进在社区卫生服务中心、乡镇卫生院全面实施高血压和糖尿病长期处方服务，并逐步扩大慢性疾病病种覆盖范围；二是组织编制《国家基层高血压防治管理指南》和《国家基层糖尿病防治管理指南》，指导各地基层医疗卫生机构做好慢性病患者健康管理服务；三是依托家庭医生签约服务，推动预防和医疗相结合的服务，对同时患有多种慢性疾病的患者开展多病共管服务；四是依托县城医共体建设，推动基层医疗卫生机构与上级医疗机构间建立分工协作、双向转诊机制。
Pricing pharmaceutical medical service in hospitals
Recently, the NMPA proposed that pharmaceutical medical services with clear patient needs, concrete service contents and target groups, and clear technical requirements should be priced to encourage pharmacy personnel to play an active role in promoting rational use of drugs and reducing drug waste; qualified provinces should be guided to carry out pilot projects of this new pricing policy for pharmaceutical medical services.

Hunan: A System to promote the evaluation of adverse drug reactions and efficacy of hospital-made drugs
Recently, the Hunan Provincial Drug Administration, the Human Health Commission, and the Hunan Bureau of Traditional Chinese Medicine jointly issued a “Notice on the Launching of a System for Patient-driven Declaration of Adverse Drug Reactions and the Evaluation of the Efficacy of Hospital-made Drugs.” The Notice stated that beginning on May 1, 2022, hospitals and other medical institutions must download a special QR code for hospital-made drugs through that system and print it in in an obvious position on the instructions, labels, or internal and external packaging of the drugs. Patients who use hospital-made drugs can then scan the QR code with WeChat and log in with their real names to the system to report possible adverse drug reactions and efficacy of the medical drugs used.
湖南三部门联合发文推进医疗机构制剂不良反应与疗效评价工作

近日，湖南省药监局与省卫健委、省中医药局联合发布《关于启用湖南省患者自主申报医疗机构制剂不良反应与疗效评价系统的通告》。《通知》要求，自2022年5月1日起，各医疗机构应通过“湖南省药品注册信息监管系统”下载制剂二维码，并印刷在制剂说明书、标签或内外包装的显著位置上。患者在使用医疗机构制剂过程中，通过手机微信扫描制剂二维码，实名登陆“湖南省患者自主申报医疗机构制剂不良反应与疗效评价系统”，报告所用制剂的不良反应与疗效。
Promoting online drug trading, prescription sharing, and internet hospitals
On 25th March, the “Implementation Plan for Accelerating the Development of New Consumption Patterns” developed by 28 departments including the National Development and Reform Commission and the NMPA was officially announced. The “Implementation Plan” clarifies that the development of online diagnosis and treatment and internet hospitals should be standardized; guiding principles for electronic prescription sharing should be introduced; prescription information of medical institutions should match with drug consumption information in retail pharmacies; the system connecting internet hospitals and physical medical institutions should be realized and their medical insurance data should be shared with each other.

The NMPA: Internet hospitals can get reimbursement
On January 11th, the NMPA issued the “Interim Measures for the Administration of Designated Pharmacy Chains regarding Basic Medical Insurance” and the “Interim Measures for the Administration of Designated Medical Institutions regarding Basic Medical Insurance”, which will be implemented from February 1st, 2021. These two measures stipulate that local medial insurance agencies can pay the service cost produced by internet hospitals by paying to the designated medical institutions they rely on. Moreover, the two measures indicate that designated pharmacy chains can sell prescription drugs to patients when they have electronic prescriptions issued by designed medical institutions.

1月11日，国家医保局正式对外发布《零售药店医疗保障定点管理暂行办法》和《医疗机构医疗保障定点管理暂行办法》并均将于2021年2月1日起施行。“两定办法”规定，互联网医院提供服务产生的相关费用可由其依托的定点医疗机构与当地医保经办机构结算。此外，“两定办法”提出，医保定点零售药店可凭医保定点医疗机构开具的电子处方销售药品。

Recently, the NMPA issued the “Guidelines on Promoting the Medical Insurance Payment of Online Medial consultation services.” The “Guidelines” clarifies that medical entities can help eligible online medical institutions that rely on them to be included in medical insurance, and the reimbursement rate for online and offline medical institutions is the same. The “Guideline” indicates that the payment of consultations and drugs for patients that need further consultations is also included in the medical insurance, which should be paid according to the regulations in different cities.

日前，国家医疗保障局印发《关于积极推进“互联网+”医疗服务医保支付工作的指导意见》。《意见》明确，符合条件的互联网医疗机构可以通过其依托的实体医疗机构，自愿“签约”纳入医保定点范围，“互联网+”医保支付将采取线上、线下一致的报销政策。《意见》提出，医保参保人在本统筹地区“互联网+”定点医疗机构复诊并开具处方发生的诊察费和药品费，可以按照当地医保规定支付。
The NMPA: implementation of Diagnosis-Intervention Packet
On October 19th, the NMPA issued the “Notice on the Pilot Work of the Regional Point-Based Medical Insurance Fund Allocation and the Diagnosis-Intervention Packet.” The “Notice” stipulates that medical institutions should change the costs of each medical services into points; the regional medical insurance bureaus should calculate the value of each point according to the amount of points provided by all medical institutions of each region and the budget of medical insurance funds to pay for those medical institutions (Diagnosis-Intervention Paket). The “Notice” indicates that a data center on the basis of the unified national medical insurance information coding list should be established, which can inspect the quality of medical insurance settlement checklists, medical insurance cost schedule etc.

10月19日，国家医保局下发《国家医疗保障局办公室关于印发区域点数法总额预算和按病种分值付费试点工作方案的通知》（以下简称《通知》）。《通知》要求，医疗机构应将治疗项目等付费单元转化为一定点数；医保部门年底根据各医疗机构所提供服务的总点数以及地区医保基金支出预算得出每个点的实际价值，按照各医疗机构实际点数付费。《通知》指出，应打造数据中心，在全国统一的相关医保信息业务编码的基础上，开展医保结算清单、医保费用明细表等质量控制工作。
Wuhan: implementing the centralised procurement of the intensive monitoring drugs
On August 6th, the Joint Procurement Office of Drugs and Medical Equipments in Wuhan issued the first “Price List of Intensive Monitoring Drugs” and implemented the centralised procurement of 30 sorts of intensive monitoring drugs, which will last one year and is aimed to regulate a rational drug pricing and guiding medical institutions to regulate medication to reduce the financial burden on patients.

On July 21st, the General Office of the State Council issued the “Opinions on Optimizing the Business Environment to Better Serve the Market Participants”. The “Opinions” indicates that under the premise of ensuring the medical safety and quality, the range of the online medical consulting services should be extended and qualified online medical consulting services should be included in the reimbursement list. In addition, a national unified approval requirement for online medical consulting services should be formulated and announced.
