CFDA ferrets out Illegal ingredients – five pharmaceutical manufacturers stop the production
In the evening of 7th December, CFDA published the No.159 casual inspection announcement in 2016. In the national drug casual inspection, drugs in six batches from five manufacturers were ferreted out to contain abietic acid or Scarlet 808. The Food and Drug Administrations of Jilin, Qinghai and Tibet Autonomous Region have already taken the product control actions to seal up, distrain, stop selling and recall the ferreted drugs. Withal CFDA asked FDAs of Jilin, Qinghai and Tibet Autonomous Region to immediately instruct the manufacturers to stop related productions and investigate the reasons thoroughly. The production should not be recovered until the reasons are clear and the rectifications are done. (Source: Chinamsr)

核心提示：12月7日晚间，国家食药总局发布2016年第159号抽检通告。在国家药品抽验中，标示为吉林永利药业股份有限公司等5家企业生产的6批次药品检出松香酸或808猩红。对上述药品，吉林省、青海省、西藏自治区食品药品监督管理局已采取了查封扣押、暂停销售使用、要求企业主动召回等产品控制措施。对此，国家食品药品监督管理总局要求吉林省、青海省、西藏自治区食品药品监督管理局立即责令上述企业暂停相关产品生产，彻查药品质量问题原因，查清原因并整改到位前不得恢复生产。
The joint reformation is the key of the health reform in the future
On 21st November, the opening ceremony of the 9th Global Conference on Health Promotion was held in Shanghai. The Premier of the State Council LI Keqiang said that the reform of public hospitals should be deepened; the system of basic health insurance should be improved and the security system of the drug supply should be reformed. Average rate of profit: -5.5% – serious loss of pharmaceutical e-commerce
Recently, the director of the institute of southern pharmaceutical economics at CFDA met for their 28th conference of national pharmaceutical economic information. There it was stated that last year the estimated gross profit rate of the pharmaceutical e-commerce was 17.6%, while the average expense ratio was 23.1%. Thus, the average rate of profit is calculated to be -5.5%. Even though most of the e-commerce does not improve the profit, pharmaceutical enterprises still show much passion for online pharmacies. The latest data from the database of CFDA shows that there are 598 pharmaceutical enterprises have licenses for selling drugs online – 69 enterprises more than the end of last year. 核心提示：近日，国家食药监总局南方医药经济研究所所长林建宁在第28届全国医药经济信息发布会上表示，预计去年医药电商平均毛利率为17.6%，平均费用率为23.1%，据此推算平均利润率为-5.5%。尽管大部分电商没有破解盈利难题，但医药企业对网上药店的探索热情不减。国家食药监总局数据库最新数据显示，共有598个医药企业拥有网上卖药牌照，比去年底增加了69家。
SF Express joins hands with Sanofi to expand the business of cold-chain logistics together
On 16th November, the subsidiary of SF Express – Chengdu Shunyifeng Pharmaceutical held the launch ceremony of the cooperation with Sanofi (China) in Chengdu. They will launch a project for a new pharmaceutical logistic center in Chengdu. The new center will be the third pharmaceutical logistic center of Sanofi in China and the first one in Southwest China. In the first stage of the cooperation, Sanofi will hand over the drug delivery to SF Express. 875 smart electronic pill cases will be put in Wenzhou in the next year
In the next year, 875 “smart electronic pill cases” will be distributed in seven districts in Wenzhou for the standard treatments of tuberculosis. Eligible patients may get the electronic pill cases from doctors at the outpatient service for free. The anti-tuberculosis drugs in the pill cases are also for free. Different times or time intervals can be set on the pill cases, and the cases will give alarms at the time when the medicine should be taken. The times when the medicine was taken will be recorded automatically. Doctors at the outpatient service can check the data of the electronic pill cases monthly to know the medication compliance of the patients, so that individualized medication instructions can be offered to patients to ensure the treatments with high quality. Pilot “electronic prescriptions” in retail pharmacies in Chengdu
To solve the problems of the sale and supervision of prescription drugs, and to meet the demand of purchasing drugs, the pilot project of “electronic prescriptions” is being carried out in Chengdu. Until now, around 3000 pharmacies in Chengdu offer the consultation service, and 1800 pharmacies carry out the pilot project of electronic prescriptions, where people can get consultations, electronic prescriptions and review electronic prescriptions for free. The schedule of the one-invoice system is published in Zhejiang
On 17th October, Zhejiang FDA published the promoting work plan for the new drug procurement platform. All public medical institutions in Zhejiang are covered in the implementing scope of the new platform with three time nodes (31st October 2016, 31st December 2016 and 31st May 2017). The aim of the new drug procurement platform is to carry out the one-invoice system. Manufacturers make out an invoice directly to medical institutions, and with the help of the information platform, the flows of information, capital and logistics are joint together. After the delivery of drugs and the acceptance by medical institutions, medical institutions should finish the payment within 29 days. On the next day after manufacturers receiving the payment, medicine delivery enterprises should be paid. (Source: Menet)
浙江省推出一票制执行时间表

核心提示：10月17日，浙江省卫计委官网挂出《浙江省药品采购新平台推进工作方案》，将全省政府办各级各类公立医疗机构全部纳入到新平台的实施范围，并分三个节点（2016年10月31日、12月31日以及2017年5月31日）完成。浙江省药品采购新平台的目的在于执行“一票制”，由生产企业直接开票和医疗机构，并借助信息化平台,实现信息流、资金流、物流“三流合一”。医疗卫生机构在药品交货验收合格后的29天内必须将货款支付给生产企业，生产企业收到货款次日按时支付给药品配送企业。
